Although a number of cases of harassment began with online encounters and escalated to offline harassment, this section focuses on cases where online encounters escalated to offline stalking or harassment that culminated in threats of physical assault or actual assault.
The Woodside Literary Agency Jayne Hitchcock is an author. In 1996, she responded to an ad posted in the usenet group, misc.writing. The ad was purportedly from a literary agency seeking authors for representation. Jayne contacted the Woodside Literary Agency (WLA), sent them a book proposal, and was asked to send them money. Knowing that requesting or requiring such fees was irregular business practice for a literary agent, Jayne wisely did not send money, but it didn't end there, as Jayne and others (including Jack Mingo ) got involved with exposing the WLA for their business practices. As a result of their involvement, Hitchcock and Mingo became the targets of online harassment that escalated to offline harassment, with the principals of WLA allegedly trying to procure Jayne's personal details by contacting Hitchcock's neighbors and employer. Hitchcock's lawyer even got a death threat on the phone before this case was over.

Maryland's Senate Judicial Proceedings Committee is set to vote on Senate Bill 222 which would make computer harassment a crime punishable by up to three years in prison.

It is not about harassment, or sadomasochistic fantasies, though there's plenty of that to come. Instead, it is the story of one woman's struggle against a high tech stalking campaign a campaign that nearly destroyed her life. If you've never heard of Maryland author Jayne Hitchcock, perhaps you've seen one of the fake newsgroup messages posted under her name: Ironically, it was Jayne Hitchcock who sent the most serious response of all to that posting. In December, she filed a $10 million lawsuit against the Woodside Literary Agency, contending that the online publishing house has repeatedly harassed her, threatening both her professional standing and physical safety. The company allegedly sent a barrage of fake emails such as the one above, perhaps in retaliation for her efforts to expose its allegedly fraudulent business practices. The New York Attorney General's Office has already backed Hitchcock. Last November, the office shut down the Queens, New York, agency for allegedly scamming unwitting authors into paying fees for reading and marketing their work.

It may seem difficult to imagine Jayne Hitchcock's situation getting worse, but the harm to her personal life was yet to come. "Maybe they thought, as a woman, if they picked me I would go off crying somewhere and never use a computer again" Jayne Hitchcock Hitchcock said that one night, early last year, she received a phone call from an unknown woman in California. The woman said that she had read her phone number on a message board devoted to sadomasochistic fantasies and other sexual fetishes. To make matters worse, the message included Hitchcock's home address. Hitchcock said that she and her husband a US Marine were "devastated" by the sexually explicit messages. During that first night, she said she received nearly 30 calls from interested readers. One caller, who claimed to be in Germany, wanted to share her sexual fantasies. The possibility that others might actually come to her house was equally unsettling. Hitchcock decided to start fighting back.

The battle of Okinawa was one of the most fiercely contested theaters in the history of World War II. The Japanese war machine was crumbling, and the Okinawans were ordered to fight to the death, or to be executed themselves as traitors to the Emperor. In fear and despair fed mightily by Japanese propaganda, hundreds of women, children, and the old committed suicide rather than surrender to the blue-eyed "barbarians." Because of this sacrifice, forced upon a group of people that considers itself separate and apart from mainland Japan, feelings of anger remain: anger at Japan for a long history of dominance and discrimination, and anger, of course, at the United States, for its war-time policy of decimation, and post-war military presence. Ghosts abound in beautiful Okinawa, and Jayne Hitchcock knows exactly where they can be found. She tells of the ghost of an American G.I. dressed in full combat gear, who repeatedly approaches a base gate and after asking for a light for his cigarette, disappears. She tells of the underwater ghosts that will chase you if you swim off Cape Kyan-one scene of mass suicide. In a high security area at Kadena base, hundreds of ghosts of Japanese soldiers still march at night, she says. In southern Okinawa, Nakanishi Junior High School, built in the middle of a battlefield, is the scene of strange sights and cold spots. A partly-built theme hotel was abandoned by workers because of "restless spirits" from a nearby cave. Curtains still hang at the windows, unused furniture sits in the middle of this elaborate complex, left to weather and rot. A lone monk lives there performing rites to placate the spirits of the dead.

"He had never talked to her, but he used the Internet to watch her every move" On a Friday afternoon in October 1999, twenty-one year old Liam Youens drove his mother's car to the Nashua, New Hampshire, office where twenty year old Amy Boyer was working as a dental assistant during her last year of dental hygiene school. He parked next to her car and waited. Amy got in her car around 4:30 p.m. Before she could drive off, Youens shot her repeatedly with his Glock 9mm semiautomatic handgun and then killed himself. The incident went according to the plan Youens had previously announced on his web site. For months Liam Youens described his loneliness, suicidal fantasies and vacillating love and hate for a former classmate, Amy Boyer, on the Internet.

    Hunting an Internet stalker ... by Jack Mingo A cyberstalker on the Internet, a victim caught in the Web. It's the fare of paperback techno-thrillers and Sandra Bullock movies. In real life it hardly ever happens but when it does, it can be terrifying. Hitchcockian, in fact. Coincidentally, it's been happening to Jayne Hitchcock of Crofton, MD author of six books. After weeks of distress, Hitchcock filed a civil suit on January 13 against the literary agency she believes is responsible, in what might become a landmark case about what's acceptable in cyberspace. The harassment started on December 20. Jayne and husband Chris were hosting a holiday dinner for friends when they began receiving a deluge of mysterious phone calls. Some were hang-ups, but others were odd, like "Loverboy" calling collect from somewhere or a student from Germany wanting, he said in halting English, to talk about his sexual fantasies. "It became terrifying," says Hitchcock. "We had no idea what was going on." Another phone call provided a clue: "Do you know your name is being 'spammed' on sex ads all over the Usenet?" Despite sensational stories, the Internet is generally benign. In its Usenet area, you can find thousands of discussion "newsgroups" on every imaginable subject from quilting to body piercing, where people read and answer messages from others of similar interests. Most malicious behavior is confined to "flame wars" stinging exchanges of sarcasm or insults.

    The book deals with one method or area of personal attack or harassment per chapter, from spam email, credit card fraud, identity theft, email viruses to chat rooms and auction web sites. Each chapter contains at least one example of the topic discussed and a list of online resources collated to help victims. Some of the subjects are esoteric, such as adoption fraud or 'lone gunmen' stalkers, but all make for interesting reading. The final chapters deal with American police forces attempting to catch online criminals, encryption of information, anti-virus programs, firewalls and a quick reference summary chapter. A question repeatedly addressed throughout this book is 'How do I stay safe online?'. The answer given by Hitchcock assumes no trust of others on the part of the user. Advice ranges from the sensible 'Don't give out personal information' such as contact and financial details, to the ultra cautious 'Use a PO Box in the next town as your mailing address' and 'Get an unlisted telephone number'. Information equals ammunition in this analysis, with the more information available about an individual making them an easier target for malicious users.     Testifying before Congress today, Hitchcock urged lawmakers to expand current anti-stalking laws to address a new and growing phenomenon.
    Hitchcock said her problems began when she filed a grievance with the New York state attorney general to accuse a literary agency of fraudulent practices.
    But law enforcement offered little help, she said.

    It started in 1996 when Hitchcock responded to an advertisement posted by a literary agency. After dialoging with the agency, she sent in a book proposal and promptly received a $75 bill for a reading fee. Apparently the fictitious agency had been charging unsuspecting consumers bogus fees. The interaction quickly turned sinister, with Hitchcock being stalked by the "literary firm." In December 1996, Hitchcock and UMUC received an "e-mail bomb," an attempt to render an e-mail account useless by overloading it with messages. The agency then tried to obtain Hitchcock's new, unpublished phone number by contacting UMUC by mail, claiming to be interested in hiring Hitchcock but failing to provide information beyond a company name in the form of an acronym. UMUC immediately contacted Hitchcock and the proper authorities.

    Internet crimes expert to speak at Purdue
    Hitchcock will speak at 7 p.m. Wednesday, Feb. 20, in Fowler Hall. The lecture, sponsored by the Women's Resource Office, is free and open to the public. Karen Hall, Women's Resource Office director, says Hitchcock's lecture should be valuable for anyone who works online. "At a time when Internet use is increasingly widespread, it's important to recognize that the number of people intending to abuse the rights and privileges of other users is also increasing," Hall says. "I am pleased that we are able to bring Jane Hitchcock to our campus where the role of technology holds such importance. It is vital that we educate and empower ourselves on this issue." Hitchcock founded WHOA in 1997 after her own experience with a cyberstalker. Since 2000, the organization's volunteers have worked with more than 600 people experiencing online harassment. The organization also educates law enforcement personnel on Internet crime and works with online communities to adopt voluntary policies creating safe Internet environments.
