    die klassiker index neu ... homepage John Stuart Mill Über die Worte produktiv und unproduktiv Vermutlich lassen sich kaum zwei Worte finden, über deren richtigen Gebrauch die Meinungen unter den Nationalökonomen stärker geteilt sind als bei den zwei Worten produktiv und unproduktiv , gleichgültig, ob sie sich nun auf Arbeit, Konsum oder Ausgaben beziehen. Obwohl es sich hier lediglich um eine terminologische Frage handelt, so rechtfertigt ihre Wichtigkeit doch, daß wir einen weiteren Versuch unternehmen, sie zufriedenstellend zu beantworten. Denn obwohl die Ökonom en sich nicht über die Vorstellungen geeinigt haben, die sie gewöhnlich mit diesen Ausdrücken bezeichnen, so werden diese Termini doch im allgemeinen dazu verwandt, sehr bedeutsamen Ideen Ausdruck zu verleihen, und es ist unmöglich, daß die Ideen selbst durch die Ungenauigkeit der Worte, mit denen sie gewöhnlich ausgedrückt werden, nicht auch in gewisser Weise an Klarheit verlieren. Außerdem sind, solange der pedantische Widerstand gegen die Einführung neuer technischer Ausdrücke bestehen bleibt, die sorgfältigen Denker, die sich mit Fragen der Moral und der Politik auseinandersetzen, auf ein sehr kärgliches Vokabular angewiesen, wenn sie ihren Gedanken Ausdruck verleihen wollen.

    CHAPTER I INTRODUCTORY
    THE subject of this Essay is not the so-called Liberty of the Will, so unfortunately opposed to the misnamed doctrine of Philosophical Necessity; but Civil, or Social Liberty: the nature and limits of the power which can be legitimately exercised by society over the individual. A question seldom stated, and hardly ever discussed, in general terms, but which profoundly influences the practical controversies of the age by its latent presence, and is likely soon to make itself recognized as the vital question of the future. It is so far from being new, that, in a certain sense, it has divided mankind, almost from the remotest ages, but in the stage of progress into which the more civilized portions of the species have now entered, it presents itself under new conditions, and requires a different and more fundamental treatment.
    No society in which these liberties are not, on the whole, respected, is free, whatever may be its form of government; and none is completely free in which they do not exist absolute and unqualified. The only freedom which deserves the name, is that of pursuing our own good in our own way, so long as we do not attempt to deprive others of theirs, or impede their efforts to obtain it. Each is the proper guardian of his own health, whether bodily, or mental or spiritual. Mankind are greater gainers by suffering each other to live as seems good to themselves, than by compelling each to live as seems good to the rest.

    John Stuart Mill was one of the most influential English Philosopher. His main body of work concerns itself with Utilitarian principles advocating that all moral, social, or political action should be directed toward achieving the greatest good for the greatest number of people. His literary contributions concerning liberal thought are immeasurable. In 1859 he introduced a small treatise named On Liberty This small 100 page book is the best known and the most instrumental of his writings concerning freedom of speech. A famous quote detailing his liberal thought is found in Chapter one where he says, "This, then, is the appropriate region of human liberty. It comprises, first, the inward domain of consciousness; demanding liberty of conscience, in the most comprehensive sense; liberty of thought and feeling; absolute freedom of opinion and sentiment on all subjects, practical or speculative, scientific, moral, or theological."
