This article appeared in Maclean's of 6 October, 1997, and is printed here with the kind permission of the author. The clock is ticking for Gen. Maurice Baril, Canada's new Chief of Defence Staff, who must decide in the next few weeks whether to recommend the acquisition of four British submarines to modernize Canada's navy. "The submarine replacement project is a national priority. I see their acquisition as the navy's single most important requirement to contribute to the defence of Canada's maritime interests. The cost of maintaining and operating submarine capability in Canada would represent less than three per cent of the navy's $2 billion budget, and less than one per cent of total defence spending, but from a strategic perspective they would make a huge impact. There is no substitute for the stealth, endurance, versatility and bottom-line combat capability of a submarine." Justification for such claims includes the fact that the new Oceans Act proclaimed in January 1997 extends our jurisdiction 200 miles out to sea, and that as the admiral puts it "sovereignty and good stewardship demand robust forces with both long endurance and good sea-keeping characteristics."

One of Canada's best-selling authors discusses his formula for success in popularizing Canadian history: romanticism, myth building and leaving out the dull parts. Enrolment in high school history courses is down. Past high school history is just a memory for most people. But history sells maybe not as well as crime or romance or espionage but it sells. Peter C. Newman is a writer whose history is read. People who could only just bear to hang on through the final exam in high school have cheerfully forked over twenty or thirty dollars to read Newman's Hudson's Bay Company histories, Company of Adventurers and Caesars of the Wilderness. Newman chatted with me while he was promoting an illustrated companion to these volumes, Empire of the Bay, which undoubtedly turned up under its share of Christmas trees. Teachers everywhere should ask themselves why. Newman is one of Canada's best known journalists. Formerly editor-in-chief of Canada's "national" magazine, Maclean's, and the country's largest newspaper, the Toronto Star, Newman looks back to a time when he was an eleven-year-old Jewish refugee from Czechoslovakia fleeing Hitler's nazism. In a career that includes thirteen best selling books on history and politics and numerous awards for journalism, the affection he feels for this country seems to be his guiding principle: '1 never took Canada for granted. I always thought this was an incredible, wonderful country. It saved my life when I was running away from the Nazis...and has given me not only a home but an incredible career."

Although born, Vienna, 1929, Peter C. Newman’s roots are steadfastly linked to Moravia, a distinct region of the former Czech and Slovak Federal Republic. Arriving in Canada as a Czechoslovakian emigrant, Peter was enrolled at Upper Canada College, a well-known private school bastion in Toronto where many of Canada’s better known business personalities send their sons. After graduating, University of Toronto, B.A., 1950, Peter began working for the Financial Post. He became Editor-in-Chief, 1969-71, Toronto Daily Star, then Editor, Maclean’s, 1971-81. A prolific author, Peter has written voluminously and extensively on Canadian business and politics for many U.S., U.K., and Canadian magazines. His more than 20 books have not only been celebrated nationally but have contributed immensely to popularizing Canada’s culture, history, and heritage. Authoring a seven-part TV series on the Canadian Establishment won for him four ACTRA awards. Winner of many national awards, Mr. Newman was promoted from Officer, Order of Canada, 1979, to Companion, Order of Canada, 1990. Today, he lives beside the ocean in British Columbia where he pursues his sailing interests.     CDA Institute, XIII Annual Seminar Military Leadership and Change in the 1990's PRESENTATION BY MR. PETER C. NEWMAN I want to start talking about my book, "The Canadian Revolution", as a kind of a metaphor of why we are here and why I think it is relevant to our problems. Now when people hear the words "Canadian revolution" they immediately think it's an oxymoron, like "jumbo shrimp" or "civil engineers", but it's not because in my view a revolution does not need to be a huge convulsion, people shooting at each other in city squares. I think what authenticates a revolution is not any random act of violence, but it is a shift in the values of the society that has undergone the revolution, and that's what I believe has happened in Canada. There was a revolution but it was a Canadian revolution. People attack me for saying it was a revolution, and it wasn't, I mean there was no violence, but I kept saying, "But you know, it's a Canadian revolution" which means that nobody got hurt. It's not a French revolution, an American revolution, a Hungarian revolution, it's a Canadian revolution, but it is a revolution nonetheless because there was a shift in values. As the subtitle of my book says, "From Deference to Defiance". The deference goes back many years. It goes back to the frontier of Canada when we had first the Hudson Bay posts, and later CPR, bank branches, and in each case the little towns, especially in the west where these things were happening, were really company towns, first Hudson Bay Company, later the CPR, et cetera. And when you live in a company town you defer to the authority of the company, and that deference to authority marked our frontier. Frontiers are important because they are the genesis of society.
