    FREE PRESS STAFF WRITER Just seven months after Michigan Court of Appeals Judge Donald Owens was appointed the state's first guardianship ombudsman, he is being transferred back to the bench. Owens was to have held the position for a year. His departure leaves the future of the job uncertain. Charged with recommending ways to make the guardianship system better, Owens also investigated problems with individual cases. He made recommendations to the Michigan Supreme Court, which created his position, but funding from the Legislature never came. Without it, Owens' actions were limited. "I had hoped that maybe by now we would be able to create the ombudsman position and fund it on a permanent basis and be able to hire somebody, but that didn't happen," Owens said Tuesday. Guardians and conservators are appointed by probate court judges to make decisions for elderly, disabled or young people. They have sweeping control over people's lives and finances. In a report to the state Supreme Court, Owens noted that some probate courts do not properly perform their guardianship and conservatorship duties. He said the costs of the ombudsman's office would be minimal, because it would save money by helping to eliminate theft and court time taken holding hearings because of problem cases.

    September - October 1999 Shift in Mathematics The scope of mathematics education in elementary grades is broadening to help students meet the new state standards. Besides learning how to compute with speed and accuracy, renewed emphasis is being placed on developing strong mathematical reasoning and problem solving skills. Students are examining New International Language Academy The Children's International Language Academy (CILA) is a new three-year program option housed at the William B. Ward Elementary School, offered initially to families of incoming Kindergarten students.  Students enrolled in CILA are presented with the district's entire Kindergarten curriculum plus second language instruction. The program also features full-day Kindergarten that provides sufficient time for the second language study to take place.  The two major goals of the program are 1)  to have participating students attain high levels of academic achievement, and 2) to develop proficiency in two languages. The program began in September with two full-day sections of Kindergarten.  Each class section is composed of approximately 22 students, half of whom are native English speakers and half are native Spanish speakers.  The two Kindergarten teachers for the program, Maggie Albers and Gail Martell are fluent speakers of both English and Spanish. In the second year, the CILA program will expand to Grade 1. A second grade level will be offered in the third year.  Children who enter CILA as Kindergartners will remain in this dual language program for the three-year period. Additional grant funding is anticipated to extend CILA through Grade 5 as a district program option.  This district was one of 25 public school systems across the country to receive grant funds from the U.S. Department of Education to create an elementary school program where students will be taught in both English and Spanish.

    From 19th century American vaudeville to 20th century British experimental theatre, materials in the performing arts category form research collection emphasizing stage productions. The personal papers of theatrical personalities and the archives of theatre groups and agencies are collected, as well as ephemeral and promotional materials. Collections reflecting experimental theatre's challenges to convention range from the Ballantine papers, chronicling the development of the Provincetown Players in the early 20th century, to the archives of the Living Theatre, whose purpose was to advocate anarchy and radical social change beginning in the 1950's. Other theatre groups and collectives focus on alternative theatrical methods: the archives of the Bread and Puppet Theatre, for example, show their efforts at communicating through puppets and realia, rather than verbal dialog, and the Firehouse Theatre archives was interested in new staging techniques. The Joint Stock Theatre Group archives show the efforts made towards "new" writing, and in the powerful collaboration between playwright, director, and actors. Radical political commentary is reflected in the collections of the San Francisco Mime Troupe and the Squat Theatre, whose productions were powerful enough to force their exile from Hungary. Theatrical agents' archives provide a wealth of research potential. Arthur Bertram was a theatrical agent and business manager for theatres, touring companies, and individual actors. His clients included Mrs. Patrick Campbell, Marie Tempest, and Henry Irving. Toby Cole operated as a theatrical-literary agent in New York City, representing such notables as Saul Bellow, Zero Mostel, and Sam Shepard. The Universal Movement Theatre Repertory was the only booking agency for experimental theatre groups in the United States and Europe.
