Related Links: Articles on prisons Letters Menu Archival Menu The Kidnapping Bill 2002 laid in the National Assembly last week states that anyone found guilty of kidnapping for ransom will receive no less than 15 years in prison and a $10M fine.
The bill introduces in statutory form the common law offence of kidnapping and among other things provides for safeguarding the identity of an informer and imposing the duty on a person who knows of an offence provided for in the bill to inform the police about it. It also provides for a person who knowingly receives or disposes of any proceeds from a ransom to be guilty of an offence.
Under the provisions of the bill a person, who holds another for ransom, abducts or wrongfully restrains that person or confines that person, shall be guilty of an offence and liable on conviction on indictment to a fine of $10 million together with imprisonment not less than 15 years and not more than 20 years.
The bill defines abduction as the act of compelling a person either by force or fear or by deceit to go from any place and a person found guilty of abduction with the intent to wrongfully confine will be liable to a five-year term of imprisonment together with a fine of $750,000.

Thomas Boggs) William Heirens has been incarcerated in Illinois prisons for 53 years for crimes he did not commit. At the time of his conviction he was a 17-year-old student at the University of Chicago. On November 15, 1999, he turned 71. At an age before most of us marry, our first child is born or we enroll in college, Bill Heirens was sent to prison and was there while most of us pursued careers, raised our children, then watched them graduate. He is still there as many of us become grandparents, plan our pensions and begin to reflect back on our life experiences. A lifetime of memories lost, limited to the confines of prison, a lifetime for crimes he did not commit. How could this happen? Read on. In 1946, Bill Heirens was in his sophomore year at the University of Chicago. The city was celebrating the return of the GIs from World War II, wartime rationing was subsiding, and the peacetime economy was reviving. Still, not all was peace. There were a number of unsolved murders making the headlines in the five daily Chicago newspapers. In June 1945, homemaker Josephine Ross was found stabbed to death in her apartment. In December 1945, ex-WAVE Frances Brown was shot to death. The words "For Heaven's sake, catch me before I kill more. I cannot control myself" were found scrawled in lipstick on her apartment wall. Most horrifying of all, six-year-old Suzanne Degnan was kidnapped from her home on the north side of Chicago and dismembered. Her body parts were found in the sewers of her north side neighborhood. An autopsy later revealed that the child had been strangled. The only clue to this crime was a ransom note asking for $20,000.

Both conceptually and historially folks used macro categories
use coordination/planning for the purpose of dealing with macro
issues of money and trade fluctuation phenomena. That is,
it falsifies the work of these folks to pretend that we have in
planning. Macro on holiday has a long intellectual history, far
pre-dating the 1930's. And it also falsifies history to contend that
a recognition of the tensions between macro categories/constructions and
an even restricted to the 1930s. Various aspects of the problems here

SOJALS rating Very good (3/5) I first read this in 1985 and most recently on the 9th January 2003. On the ocean world of Pandora, mutant humanity diversified into two groupings, the Islanders and the Mermen. The Islanders tolerate any mutation, any deformity, as long as it is not dangerous to the community. The Mermen strive for their vision of pure humanity, revolted by mutations, seeking perfection. The Islanders have adapted to the ocean life-style, going with the currents on their great living islands. Their lives are often harsh, difficult and short, there are too many deformed, maladapted people and too little space, too little food. The Mermen have rebuilt a high-tech environment beneath the sea. They struggle to restore the old Pandora, as it existed when humans first arrived. To achieve this, they must recreate the land, make islands in this wide ocean. However, both societies have adapted to a world without surface land and they may no longer be willing or able to readapt. The Mermen strive also and restore consciousness to the world-spanning Kelp, but in the early days on Pandora it was this self-aware Kelp that threatened humanity and it was humanity that destroyed it. Well, of course, Dune was so massively successful that everything else he wrote got completely ignored. Odd that. You'd expect the publishers to promote other Herbert books along with the successful ones, maybe they'd get another hit series. Still I'm not a publisher.

    Bill Tingley wins Ransom Arthur Award!
    We're all extremely proud of Bill Tingley, our intrepid LMSC chair, who was presented the Ransom Arthur Award for 1998 at Short Course Nationals in Indianapolis. This award is given in honor of Capt. Ransom J. Arthur, M.D., the founder of Masters Swimming. It is given annually to the person who has done the most to further the objectives of Masters Swimming. Bill joins a very select group of only 31 people since 1973 to have won the award. He is also the only person to have won both the Ransom Arthur Award and the USMS Coach-of-the-Year Award (which he won in 1989). Bill has contributed tirelessly at the local, state, and national level. He makes the LMSC runit doesn't just happen by itself, folks!and still finds time to coach and swim himself. Bill was nominated on behalf of the entire LMSC, so we can all share in his victory. It was especially sweet that Bill won the award in a year when Nationals was so close to home. A large contingent of Lakeside swimmers was on hand to see their coach honored, as well as many other Kentucky swimmers from Wildcat, Crescent Hill, McDowell Wellness Center, and Elizabethtown Dolphins. Bill's mom, Joanne, who was at the meet doing stroke and turn judging, got an early Mother's Day present when she saw him win. Bill's sister, Mary Graves, was also there, as an official and a competitor. The award will be officially presented at the U.S. Aquatic Sports Convention, which will be held in Cincinnati this year, September 30-October 4. This presentation usually degenerates into a merciless roast of the unfortunate recipient. Every year, all the other disciplines (U.S. Swimming, U.S. Diving, U.S. Synchronized Swimming, and U.S. Water Polo) can't wait to see what those crazy Masters come up with for their presentation. Bill has always been an integral part in making the presentations for previous winners memorable, so you can bet we'll pull out all the stops for him this year. More on this later! In the meantime:

It contained inhabitants Of as undeleterious and self-satisfied a class of peasantry as ever clustered around a Maypole. Bill and me had a joint capital of about six hundred dollars, and we needed just two thousand dollars more to pull off a fraudulent town-lot scheme in Western Illinois with. We talked it over on the front steps of the hotel. Philoprogenitiveness, says we, is strong in semi-rural communities; therefore and for other reasons, a kidnapping project ought to do better there than in the radius of newspapers that send reporters out in plain clothes to stir up talk about such things. We knew that Summit couldn't get after us with anything stronger than constables and maybe some lackadaisical bloodhounds and a diatribe or two in the Weekly Farmers' Budget. So, it looked good. We selected for our victim the only child of a prominent citizen named Ebenezer Dorset. The father was respectable and tight, a mortgage fancier and a stern, upright collection-plate passer and forecloser. The kid was a boy of ten, with bas-relief freckles, and hair the colour of the cover of the magazine you buy at the news-stand when you want to catch a train. Bill and me figured that Ebenezer would melt down for a ransom of two thousand dollars to a cent. But wait till I tell you.

    The real thorn in Ping's side

    F irst, a note about the title: It's actually a variation on a title that appeared on the cover of a new weekly magazine, except that our title happens to be grammatically-and idiomatically-correct, as compared to "The thorn on Ping's side".
    Having said that, we have to admit that we've been meaning to write something about former Philippine National Police and Presidential Anti-Organized Crime Task Force director General Panfilo "Ping" Lacson for a while now, but have been at a loss for a title to sum up what we think the real problem is that surrounds Ping Lacson. So we'd like to take this opportunity to acknowledge the inadvertent help given us by the genius who came up with that title, as well as the editor who let that glaring error through.
    Last Monday, April 2, members of Akbayan and Akbayan-Youth staged a rally in front of Lacson's Metro Manila campaign headquarters, on Shaw Boulevard in Mandaluyong City, calling to the attention of motorists and passers-by Lacson's reputation as a Marcos-era human-rights violator, and as a suspected coddler of kidnappers and murderers in his just-concluded incarnation as disgraced and deposed former president Joseph Estrada's anti-crime chief.
    That same day, elsewhere in town, it was reported in a major Metro Manila daily that a group of sixteen kidnap-for-ransom victims held a press conference at Club Filipino to express their support for Lacson, for whom they had "nothing but trust and admiration". Lacson had saved each one of them, they said, and had never asked for a single centavo in return for the favor.
