VIENNA, AUSTRIA
September 21, 1998 I. Introduction I am very pleased to be here and would like to congratulate Ambassador Lajous, our Conference President on her election. The entire U.S. Delegation looks forward to working with you, the distinguished representatives of the member nations here today, Director General Mohammed ElBaradei, and the IAEA Secretariat. I have the honor of delivering a special message from President Clinton to this General Conference, which I will now read. II. President Clinton's Message On behalf of the people of the United States of America, I extend to you warm greetings and best wishes for a successful meeting. The 1998 General Conference affords us an opportunity to reflect on the important contributions of the IAEA to international peace and security. It gives us an opportunity to welcome Dr. Mohammed ElBaradei to the position of Director General. And it allows us to look ahead to the next millennium and to the role this organization will play. The nuclear tests recently conducted on the Asian sub-continent are chilling reminders of a chapter of history many of us had hoped was closed. They remind us also of the work that remains to be done. The entry into force of the Comprehensive Test Ban Treaty, universally applied, is a global priority. We must also achieve a global treaty ending the production of fissile material for nuclear weapons. And we must realize the goal of all IAEA member states concluding Additional Protocols to their safeguards agreements by the year 2000. These are all important priorities.

Thank you, Joe. Your words are very kind. And Jessica Matthews, thank you for your support of this important issue.
One of Andrew Carnegie’s operating tenets on life was simple: if you enter into a line of work, continue at it. He saw that success could be found through focus and determination, and wrote almost a century ago that, "the great successes of life" - and he meant all successes, not just monetary ones "are made by concentration."
President Clinton has frequently stated that no greater threat than the proliferation of weapons of mass destruction confronts us as we enter the next millennium. As a government and a nation, we recognize that as these weapons spread, the risk rises that they may one day be used. President John F. Kennedy alluded to this desperate prospect when he announced the Limited Test Ban Treaty, warning of a potential time when none could rest, when danger would lurk in every corner of the world.
We must renew our national commitment to peace. We must redouble our efforts to preserve and strengthen the existing nonproliferation regime, while also pursuing new and innovative approaches to ensure our collective security and prosperity.

Bill Richardson After almost two months as United States Representative to the United Nations, I have confirmed for myself that the UN remains an institution that is enormously useful for the United States, and one in which it is vital that we remain engaged. The UN is where we work together with other member states to achieve shared objectives on issues that often recognize no international borders from peace and security to human rights and the environment to child labor, terrorism and drug trafficking. At a point where events that happen halfway around the world can have an immediate impact on people anywhere, the UN provides legitimacy and resources to help translate these interests into tangible benefits for millions of people around the world. The UN provides us value almost every day. In my first few weeks on the job, I have already supported the extension of the UN peacekeeping mission in Angola, worked to retain full sanctions on Iraq and supported action to address crises in Zaire and Albania. At the UN Human Rights Commission in Geneva, where I spoke recently, I observed an organization that monitors, reports and works to expose abuse wherever it may occur, on every continent and in any country. Through the Commission, the world community is able to bring legitimate pressure on governments to end abusive practices and we can marshal international condemnation and public embarrassment against regimes that refuse to recognize the rights of their citizens.

An ex-Clintonista is talking tax cuts. By Raymond J. Keating ust a few days after taking office, New Mexico Governor Bill Richardson (D.) quickly made a mark for himself. However, it had nothing to do with his chatting for a few days with a North Korean UN diplomat regarding the ongoing crisis over that rogue state's nuclear weapons program.
The former UN ambassador and energy secretary for President Bill Clinton warrants attention for his supply-side tax-cut plan. On January 8, and again later in the month during his state of the state address, Richardson called for substantial reductions in both personal income and capital-gains tax rates in New Mexico. New Mexico currently offers a tax system quite hostile to economic growth. In particular, its top tax rate on both personal income and individual capital gains registers 8.2%. Only a handful of states have higher tax rates. Indeed, taxes in New Mexico damage the state's competitive position. I author an annual study called the "Small Business Survival Index," which compares the states according to their respective policy climates for entrepreneurship. By looking at 20 different government-imposed or government-related costs, the 50 states and the District of Columbia are ranked. Income taxes obviously play a big part in the index, since income levies directly impact returns on living, working, investing, and building or expanding a business in a state.

Energy Secretary Bill Richardson to visit Ames Laboratory on Friday
The U.S. Department of Energy's Ames Laboratory will receive its first Cabinet-level visit when Energy Secretary Bill Richardson tours the facility on Friday. During his visit, Secretary Richardson will meet with employees and tour the lab to see first-hand the facility's cutting-edge technologies. U.S. Senator Charles Grassley and Congressman Leonard Boswell will join Secretary Richardson on this tour. Reporters are welcome to accompany Secretary Richardson on his tour of the laboratory, which begins at 1:45 p.m. at the Technical and Administrative Services Facility (TASF). Secretary Richardson also is available to meet briefly with reporters immediately following the tour. Secretary Richardson is the first cabinet official to visit Ames Laboratory since the Energy Department was formed in 1977. With this visit, he will have toured all of the department's national laboratories a goal the Secretary set when he was sworn into office in August 1998. Ames Laboratory is operated for the Department of Energy by Iowa State University. It conducts research into various areas of national interest, including energy resources, high-speed computer design, environmental cleanup and restoration, and the synthesis and study of new materials.

Sometimes a friend will recommend a book and I know I'll love it based on the recommender's personality. My wonderful friend Laura not only suggested I read Bill Richardson's , she gave me a copy as a birthday gift. She has affirmed her exquisite taste, and this slim volume introduced me to myriad characters who also share my love of books. Richardson alternates prosaic commentary from each of the twins with vignettes of visitors opening their souls to the guest book. Amazingly, each of these personalities writes with his or her own unique voice. Virgil peppers his observations and reminiscences with lines of memorized poetry. Hector, a connoisseur of skin care products as well as world literature, writes in a more straightforward style, but his adventuresome spirit shines through. Through the brothers' reflections, Richardson creates the delightful interactions among the townspeople, both the current influx of lesbian entrepreneurs and the villagers who knew the twins' mother, her unusual history and her foul-mouthed parrot. The tales are vivid and poignant, human and hilarious. The only disappointment is when the stories end. Best of all, this delicious book recommends other readings, including "Virgil's List of Books for When You're Feeling Low" and "Hector's List of Favourite Authors for the Bath." I'm sure these bachelor brothers' suggestions will prove as riveting as Laura's.

The US Secretary of Energy Mr. Bill Richardson denied that any Indian scientist was expelled from Los Alamos on account of espionage. "Newsweek" in its latest issue had alleged that "....last year Los Alamos expelled an Indian scientist when it was discovered he had ties to India's nuclear-bomb program". Clarifying the situation on NBC's "Meet the Press" on May 30, US Secretary of Energy Mr. Richardson stated as follows: " It doesn’t have anything to do with espionage, but I can’t confirm that, Tim. When India detonated their nuclear weapon, sanctions from U.S. legislation were triggered, and the United States was forced to expel scientists. This scientist was doing unclassified work at Los Alamos. He had a connection with a nuclear institute in India that causes concern, so the lab, under Deputy Secretary Betsy Moeller, determined that he should be expelled. One or two others were also expelled from some of our science labs, but it was not because of espionage. It was because India took that negative step in detonating that weapon last year."     The United Nations, says Richardson, provides "the best vehicle" for handling, "some of the major problems faced by the United States and the world...nuclear proliferation, international terrorism, drugs, environmental degradation, regional conflicts." Richardson became the chief U.S. envoy to the United Nations and a member of President Clinton's Cabinet in February 1997. Previously, he was a member of Congress from New Mexico for 14 years. He has also served as Clinton's special envoy on sensitive diplomatic missions to Iraq, North Korea, Cuba, Haiti, and Myanmar, and has led U.S. observer teams to elections in Guatemla, Nicaragua, and the former East Germany. The interview was conducted by Contributing Editor Judy Aita.
    Question: Why is the United Nations of vital interest to the United States? Richardson: The United Nations is a very important tool for advancing American foreign policy interests and building international support for U.S. foreign policy goals.
