The Two Forms Of Democracy
Distinguishing between the democracy of friends

based on equal rights helps us use both better
by Jane Mansbridge
One of the articles in Governance (IC#7)
Autumn 1984, Page 10
The previous article points to the deep loss of real freedom that occurs when a social system has no peaceful means for resolving conflicts, and implicitly poses the challenge of finding the ways that this "system flaw" can be corrected. This next article explores two distinct ways that are often confused with each other. It is based on excerpts from a book that keeps growing on me, with its simple but profound insights. It's called Beyond Adversary Democracy (Chicago: Univ of Chicago Press, 1983, 398pp, $10.95) and it explores the differences between small scale democracies based on the assumption of common interest and others that assume conflicting interests. The excerpts here deal with general principles, but most of the book is devoted to describing, in detail and with sensitivity and clarity, the workings of two small democracies - a Vermont town and a participatory workplace. If you are interested in how "good will" democracies actually work, I highly recommend the full book to you. Reprinted with permission.
MY WORK deals with two great themes in American political thought: democracy and equality. I began it in the late 1960s, when I was a member of several small "participatory democracies." Sooner or later, internal struggles over equality left each of these groups in disarray. Most of my friends in these organizations attributed inequality and the pain it caused to the warped personalities of particular individuals and, ultimately, to the destructive effect of a capitalist society on the individual personality. I always felt that these explanations had some force. But I also believed - and still believe - that certain kinds of inequality would appear in any society, no matter what its ideology or social system, and that organizations with egalitarian ideals would have to find ways to deal with this fact.

Tips on How to Oppose Corporate Rule
By Dr. Jane Kelsey One of the strong critics of the corporate agenda is Dr. Jane Kelsey of the University of Auckland in New Zealand. Her work on “Economic Fundamentalism” describes the corporate takeover of New Zealand.
Dr. Kelsey has devised what she calls “A Manual for Counter-Technopols” suggestions and ideas for actions that challenge corporate rule.
The following is a list of some of her proposed tactics and strategies that could be adopted elsewhere.
  • Be skeptical about fiscal and other “crises.” Examine the real nature of the problem, who defines it as a crisis, and who stands to gain. Demand to know the range of possible solutions, and the costs and benefits of each to whom. If the ansers are not forthcoming, burn the midnight oil to produce the answers for yourselves.
  • Don’t cling to a political party that has been converted to neoconservatism . Fighting to prevent a social democratic party’s capture by right-wing zealots is important. But once the party has been taken over, maintaining solidarity on the outside while seeking change from within merely gives them more time. When the spirit of the party is dead, shed the old skin and create something new.
  • Take economics seriously . Neo-liberal economic fundamentalism pervades everything. There is no boundary between economic, social, environmental or other policies. Those who focus on narrow sectoral concerns and ignore the pervasive economic agenda will lose their own battles and weaken the collective ability to resist. Leaving economics to economists is fatal.

One of North America’s most celebrated lesbian authors has denounced the fight to win gay marriage.
Jane Rule describes the pursuit of marriage and common-law rights as "the heterosexual cage of coupledom."
The phrase doubles as the headline of a column which runs in the spring edition of BC Bookworld, a quarterly magazine about writers. This is Rule’s first public statement — and first new published writing —since the death of her longtime partner, Helen Sonthoff, more than one year ago.
The two were together for 45 years.
"I think the old lion just felt like roaring, to tell you the truth," says the Galiano Island resident in an interview. "I’ve worked long and hard in the gay movement, and I don’t like the energy that’s being spent on this."
Rule is the author of Desert Of The Heart (made into a Hollywood movie), The Young In One Another’s Arms and Against The Season. She was a groundbreaking writer tackling lesbian issues back in the 1960s and '70s.
