THE SORPTIVE AND OXIDATIVE PROPERTIES OF MANGANESE OXIDE SURFACES WEAVER, Robert M., Va Tech, Blacksburg, VA 24061 Manganese oxide surfaces are active sorbents and oxidants of heavy metals in natural environments. It is believed that Mn-oxides are the primary oxidants of many aqueous metals, including Cr(III) and Co(II). Although the sorptive and oxidative behavior of Mn-oxides is well known from field and experimental evidence, the actual mechanisms responsible for this behavior remain unresolved. Redox-active Mn surface-sites, structural cavities, defects and microtopography have been suggested as the most reactive sites. However, these claims are based primarily on evidence from bulk solution chemistry and lack supporting observations of Mn-oxide surface reactions at the microscopic level. Due to the environmental importance and potential applications of these poorly understood properties of Mn-oxide minerals, this study focuses on understanding how structural (surface and bulk) and chemical heterogeneities catalyze the observed reactions and surface behavior. In this study we utilize surface sensitive microscopies (e.g. AFM) and spectroscopies (e.g. XPS) to locate, identify and quantify the reactive sites and reaction products. In situ fluid-cell AFM observations of manganite (MnOOH) surfaces exposed to Cr(III) solutions reveal that the surface experiences simultaneous reductive dissolution and local Cr adsorption and/or surface precipitation (Figure 1). XPS analysis on manganite surfaces exposed to similar Cr(III) solutions detect both Cr(III) and Cr(VI), indicating that surface catalysis had occurred. Future results from ICP and ion exchange collected on Cr(III) solutions exposed to Mn-oxides will quantify the partitioning of Cr species between the solid and solution as a function of Cr concentratoin (i.e. determine adsorption isotherms). Additional results from UHV STM/STS experiments may ultimately reveal the electronic structure of the specific surface site(s) responsible for the sorption and redox reactions.

(Robert C. Weaver served as the nation's first black cabinet member: Johnson's Secretary of Housing and Urban Development.) When the average well-informed and well-intentioned white American discusses the issue of race with his negro counterpart there are many areas of agreement. There are also certain significant areas of disagreement. Negro Americans usually feel that whites exaggerate progress; while whites frequently feel that negroes minimize gains. Then there are differences relative to the responsibility of negro leadership. It is in these areas of dispute that some of the most subtle and revealing aspects of negro-white relationships reside. And it is to the subtle and less obvious aspects of this problem that I wish to direct my remarks. Most middle-class white Americans frequently ask, "Why do negroes push so? They have made phenomenal progress in 100 years of freedom, so why don't their leaders do something about the crime rate and illegitimacy?" To them I would reply that when negroes press for full equality now they are behaving as all other Americans would under similar circumstances. Every American has the right to be treated as a human being and striving for human dignity is a national characteristic. Also, there is nothing inconsistent in such action and realistic self-appraisal. Indeed, as I shall develop, self-help programs among non-whites, if they are to be effective, must go hand-in-glove with the opening of new opportunities.

We are studying a baculovirus a DNA virus that infects caterpillars. Transcription in insect cells infected by this virus occurs in three stages: early, late, and very late.     Bob Weaver has served in government for nearly 25 years and in the Secret Service for nearly 20 years. He currently holds the position of Assistant Special Agent in Charge of the New York Field Office, and also serves as the head of the New York Electronic Crimes Task Force. As part of his duties, he is responsible for coordinating and supporting a wide range of financial crime investigations - including critical infrastructure protection, various forms of electronic crimes, credit card fraud, identity theft and telecommunications fraud as well as training our law enforcement and private industry partners in the criminal abuses of technology and how to prevent them. Bob began his career with the Secret Service in 1982 as a Special Agent assigned to the Washington Field Office, and since that time has served in a variety of positions, including Team Leader of the Secret Service's Counter Assault Team and a tour of duty with the Vice Presidential
    Protective Division. Prior to joining the Secret Service, Bob earned his undergraduate degree from Central Connecticut State University and subsequently served with the Federal Bureau of Investigation and as an assistant to Supreme Court Justice Warren Burger.
