Director, Overseas Buildings Operations
Term of Appointment: 03/12/2001 to present
Charles E. Williams, Major General, US Army Corps of Engineers (Retired), has had an exemplary engineering and construction management career, first in service to his country in the military and now as a civilian. His outstanding leadership, innovative abilities and vision have contributed dramatically to the engineering and construction management profession. Born and raised in Sawyerville, Alabama, Williams learned construction from his father. He went on to graduate from Tuskegee Institute with a BS Degree and then received a Masters Degree in Business Administration from Atlanta University. He also attended the Senior Manager in Government Program at Harvard University. General Williams joined the Army Corps of Engineers in 1960. He spent twenty-nine years with the Corps, beginning his career as a helicopter pilot in Vietnam ferrying engineers under enemy fire to repair roads or install wells. As a Colonel stationed in Germany, he was responsible for managing the massive modernization of the tank ranges to accommodate the new family of fighting vehicles. This was the Army's largest troop construction project since World War II. As a Brigadier General, the Corps honored him with the assignment as Division Engineer, North Atlantic Division, with a design and construction budget of $2 billion. He was Program Manager for the replanning and rebuilding of Fort Drum, New York, a $1.3 billion construction effort and was Appropriations Director for the Army's $21 billion Operations and Maintenance budget.

Sir Charles Villiers Stanford Life Works Photo Gallery Home Page Sir Charles Villiers Stanford Life Born and raised in Dublin, Stanford was the only son of a prosperous Protestant lawyer. His genius for classical musical forms gained him admission to Cambridge University at the age of 18 where he quickly established a commanding reputation, and was appointed organist of Trinity College while still an undergraduate. Afterward he went to Germany to study composition with Carl Reinecke in Leipzig, and later with Friedrich Kiel in Berlin. He went on to compose in almost every music form including seven symphonies; ten operas; fifteen concertante works; chamber, piano, and organ pieces; and over thirty large-scale choral works. His voluminous sacred music continues to be the foundation of the Anglican tradition. Stanford has often been dismissed in this century ass a German imitator; an unoriginal fabricator of " Brahms ian" music. However, anything more than a cursory investigation of his music reveals his Celtic roots, as well as his intense individuality. This combining of German and Celtic traditions to create an integrated idiom was instrumental in establishing an English style upon which the next generation of British composer could build.

End of Watch: April 12, 1912 The family of Special Officer Charles A. Williams said that it was his life-long ambition to wear a uniform and badge. In the late afternoon hours of April 21, 1912, Williams was on patrol in the area of East 12th Street and 13th Avenue. He saw two suspicious looking men alight from a streetcar and opted to stop and question them regarding pick-pocketing activities. Williams felt that their answers to his questions were unsatisfactory, so he decided to walk them to the "lock-up" at the rear of the firehouse on East 14th Street. Williams did not search the suspects, an oversight that would cost him his life. As the trio neared their destination, one suspect pulled free from his grasp and ran down an alley. Williams lunged after the suspect. Suddenly, two loud, sharp reports accompanied by a large cloud of smoke came from the alley. Williams fell dead to the sidewalk. He had been shot once in the heart and once in the head. Williams entered the Oakland Police Department service in 1907. At the time of his death he was being considered for promotion to full membership in the department. His wife and five children survived him. His murderer was captured and sentenced to life imprisonment.

Charles Williams
Charles Williams was an author, poet, playwright and theologian. He was a member of the Oxford literary group called the Inklings, whose members included C.S. Lewis, J.R.R. Tolkien and Owen Barfield. He lived in London, where he worked in a publishing house. He wrote works of theology, the best-known of which is "Descent of the Dove", on the work of the Holy Spirit. His novels include:

WILLIAMS, CHARLESThe name Charles Williams appears on the San Jacinto rolls printed in 1836 as a member of Captain Jesse Billingsley's Company of MINA VOLUNTEERS. Most of the men in Captain Billingsley's Company resided in what are now Bastrop and Travis Counties. No one by the name of Charles Williams applied for bounty land for having served in the army or for donation land for having participated in the Battle of San Jacinto. There was a Charles Williams who was a member of Captain Andrew Briscoe's Company of LIBERTY VOLUNTEERS, November 21, 1835 and who joined Captain Benjamin D. Harper's Beaumont Company after the Battle of San Jacinto but the compiler has found no official proof that this is the man who participated in the Battle of San Jacinto. It would seem that had he been at San Jacinto he would have been a member of Captain Franklin Hardin's Company recruited in Liberty Municipality. Following is a copy of the Certificate of Character issued to a Mr. Charles Williams: "San Augustine Octr. 27th 1834. I certify that Charles Williams is a native of Louisiana of the United States of the North is a man of Family consisting of five Persons and a man of good Moral habits and a good Citizen and friendly to the laws and Religion of this Country given at the instance of the party interested. (Signed) BENJAMIN LINDSEY Alcalde Wife and 3 children" Mr. Williams evidently obtained a colonial grant of one league of land for on February 3, 1838 he received Headright Certificate No. 6 for but one labor of land from the Jefferson County Board. In the certificate it is stated that Mr. Williams came to Texas in 1834. He was living in Jefferson County with his wife Emily, July 15, 1853 when he sold his Headright Certificate to Charles Bundick. He was a son of Hezekiah Williams.

Preface
This is an introduction to the effects that feedback can have on systems. I have chosen an oven controlled by a PID temperature controller to use as a case study but the behaviour described is characteristic of many systems that employ feedback. There is a detailed interactive simulation of the oven-controller system for you to experiment with. I'm interested in any comments - good or bad - about this document. In particular, do you find the hypertext and simulation a significant improvement on traditional textbook or lecture presentation? Also, please let me know if you spot errors or omissions, I'd like to fix them.
Introduction
It is important to have an intuitive feel for the ways that feedback can affect a system if you want to design analogue electronic circuits that work well. This document is designed to help you develop such intuition by using a model of a simple system to illustrate some of the principal points that need to be known about systems with feedback. The early sections summarise the behaviours encountered when different types of feedback are used to control the temperature of a simple model of an electric oven. Next some
