In the United States, laws set the minimum standards. GAO's work helps drive things above that minimum standard." Representative David Wu (D-Oregon) The information below was developed by the General Accounting Office GAO exists to support the Congress in meeting its constitutional responsibilities and to help improve the performance and ensure the accountability of the federal government for the benefit of the American people. It examines how taxpayer dollars are spent and advises lawmakers and agency heads on ways to make government work better. GAO also seeks to improve accountability in government by informing policymakers and the public about emerging problems. Rules and Regulations of the International Monetary Fund JACCOUNTING AND REPORTING Accounts J-1. (a) The accounts of the General Department shall be summarized, and the financial statements relating to them shall be expressed, in terms of the SDR. Currencies and other assets denominated in currency shall be valued in accordance with exchange rates under Article XIX, Section 7( a ) and decisions of the Fund. Gold held by the Fund on the date of the Second Amendment shall be valued on the basis of one SDR per 0.888 671 gram of fine gold, and gold accepted by the Fund after that date shall be valued in terms of the SDR in such manner as the Executive Board shall decide. (b) The accounts of the Special Drawing Rights Department shall be kept in terms of the SDR. (c) An Account administered by the Fund under Article V, Section 2( b ) shall be summarized, and the financial statements relating to it shall be expressed, in terms of the SDR or, if the Fund so decides, in terms of a currency held in the Account. Paper Copies Federal NYS/NYC General Resources
As a service to the Columbia University community, the Documents Service Center in Lehman Library will provide copies of the most-used tax forms and instructions ( Federal and New York State only ), beginning February 1, 2003 and ending April 20, 2002 . They will be located on a table in the elevator lobby just outside the entrance to the library, and can be accessed at all times that the building is open. All other Federal and NYS forms can be photocopied from a notebook of reproducible forms kept at the Lehman/Social Work Reference Desk.
The notebook is available only during the hours that the Reference Desk is staffed: M-Th, 1-8; F 1-5; Sat 12-5, Sun 3-8.
Library staff do not provide any assistance in filling out tax forms or in deciding which forms to use!
Foreign students attending Columbia may wish to consult with the International Students and Scholars Office about their taxation responsibilities. The ISSO offers workshops on international taxation, presented by Certified Public Accountants.
Students and parents may be eligible for tax credits with the Hope Scholarship Credit and Lifetime Learning Credit, or student loan interest deductions. Information about the tax credit programs is available from the
