When parents cannot agree on custody of a child, the trial judge (or in Texas, a jury may make this decision) must determine with which parent the child will live. On August 26, 2002, the United States Court of Appeals for the Sixth Circuit struck down a policy restricting the public’s right to attend deportation hearings involving national security. Police swooped on the brothel community, on the outskirts of the capital Phnom Penh, a day before the start of a regional tourism conference. Police Chief General Soun Chheangly said the decision was made in an effort to salvage Cambodia's cultural reputation. The village was a well-known destination for foreign sex-tourists and paedophiles. MORE...

Adoption Issues
As an adoptee born and adopted in Ontario, my records remain closed to me. I can't obtain a copy of my original birth certificate. Closed records are common in the United States and Canada, but not in many other countries. I believe that it is my right to be able to obtain my original birth certificate, and so I am a proud member of the adoptee rights group Bastard Nation . The name may sound shocking to you, but have a look at what we're fighting for.

AWI cover story in Time Magazing 1989. As featured in Who's Who in America 2001 We believe that all children are adoptable. Although there are still guidelines agencies follow to evaluate a prospective family's (or person's) eligibility to adopt, many of the traditional requirements associated with adoption such as minimum salary standards (which were set high), home ownership, marital status, physical handicaps, sexual preference, (to name a few ) no longer apply. It is our belief that what constitutes a family is a stable home environment, lots of room in your heart, the desire to share in the joy a child can bring into your life, and an open mind to learn the skills necessary to nurture the adopted child. The goal should be twofold: To meet the child's needs and best interests, along with a strong commitment to work with the wishes, desires and rights of the prospective families. To this end this should include a process of education and exploration of issues inherent in the adoption process.

Mission to Promote Adoption in Korea by Stephen C. Morrison
Introduction
I am extremely happy to stand before you to speak about the Mission to Promote Adoption in Korea (MPAK). I am especially grateful to Ami Naftzger and the G.O.A.L. organization for inviting me to participate in this great conference for Korean adoptees and Koreans.
We have all gathered here for various reasons. Many of you have come to find your roots through birth-parent search, or perhaps to learn about your Korean heritage through this conference. And many of you are here to show support for what G.O.A.L. represents. I am grateful that there is an organization like G.O.A.L. that represents thousands of Korean adoptees who make pilgrimage to Korea to visit their motherland. I am proud that you have come together to show your solidarity to be one voice for many adoptees who often have no place to turn for help while in Korea. You are a link between the adoptees of today and their roots of yesterday.
A Voice for Homeless Children
However I come today to be a voice for another group of people. They are the homeless children of Korea. Many of us in this room, including myself, were once like those children. It is for them I have come today to speak about. It is for them that I established MPAK to promote domestic adoption in Korea as well as promoting Korean-American families to adopt. MPAK's main goals are:

At the end of Fiscal Year 1996, there were more than 500,000 children in foster care. This number represents a 79% increase over the number of children in care in 1986. Approximately 110,000 of the children in foster care will not return to their birth families and will need adoption planning services. Given current trends, it is likely that the number of children in foster care who need adoptive families will continue to increase.

Who can adopt in Saskatchewan? You must be a Saskatchewan resident, unless the court has waived residency requirements. Married adults jointly; an unmarried adult; or any other person or persons that the court may allow, having regard to the best interests of the child, may make application to the court for an order of adoption. What adoption programs does Saskatchewan Social Services Offer? Domestic Adoption Domestic adoption refers to the adoption of a child who is permanently in the care of the Minister of Saskatchewan Social Services. Birth parents may complete a voluntary committal shortly after the birth of their child or children may be apprehended and made permanent wards by the court. These children may be infants, or older children and include those who may have special needs including physical health issues or intellectual impairment. Children who are permanently committed to the care of the Minister of Social Services may be adopted if they are legally free for adoption and adoption is considered the best lifeplan for them. These children are matched with potential adoptive parents who have had a homestudy report completed. Processing the adoption through court is done by Social Services.
