My Battle in the Family Court My daughter, Melanie, is a victim of PAS (Parental Alienation Syndrome - see links below). As a result, Melanie was adopted by her stepfather, Brett Raymond Giles, on 29 January 1998. I learned this on 13 February 1998, but not from the Family Court (as per usual).

by Anne Pierson and Paula Smith Adoption has experienced a major setback as abortion has moved to the top of the list of solutions for unwanted pregnancies. A 1999 survey of pregnancy centers, maternity homes, and other pro-life organizations by Loving and Caring, Inc. revealed that 82% of respondents provide adoption referrals and counseling. However, 59% reported that 5 or fewer clients per year placed a child in adoption. Some counselors report they do not feel confident in their ability to present adoption information, while others do not have confidence in adoption itself as a sound option. Counselors should examine their own attitudes toward adoption. Clients will detect negativity. Being pro-adoption does not mean advocating adoption in 100% of unplanned pregnancies. Being pro-adoption simply means having an understanding of the benefits of adoption for the child, the birth parents, the adoptive parents, and society.

Adoption And Safe Families Act Open Adoption Adoption and Safe Families Act In late 1997, President Clinton signed into law the, "Adoption and Safe Families Act of 1997. This significant legislation is designed to increase the adoption of abused and neglected children. Highlights of this legislation include: Fiscal incentives to states who are able to quickly adopt foster children into adoptive families. Permits social workers to work concurrently towards reunification with birth families and an alternative form of permanency such as adoption. (Concurrent Planning) Requires states to terminate parental rights for children in foster care for 15 of the most recent 22 months and to concurrently identify, recruit, and approve qualified adoptive families unless specified exceptions apply. States cannot delay or deny an adoptive placement of a child when an approved family is available for the child. Open Adoption

Accelerated Adoption Issues to Consider
  • Agency must build into it's process regarding terminations and surrenders a review of the possibility for an accelerated adoption. Clearly not all and probably not most of the cases fall into this category but without a discussion at this stage it will never happen. All foster care workers and all persons involved in the process to decide to file a TPR or accept a surrender must be aware of accelerated adoption. Ideally whatever process is used would have built in check list to require a least a consideration.
    Likely types of cases would always have to include a situation where the adoptive resource had already been identified and child in that home for three months or will have been by time of adoption or situations where the court could be given good reason to waive the three months:

Promoting Understanding of Adoption Issues
by Patricia Irwin Johnston Those whose lives have not been directly touched by adoption don't understand this process which you and I live. The thinking of the general public about adoption is full of myth-filled stereotypes reflecting a general belief that adoption is a second-best alternative for everyone involved. To most outsiders, adoption means that birth parents don't live up to their REAL responsibilities, children don't live in REAL families, and adopters aren't REAL parents (because they have no children of their OWN). When considering this stereotyping and our feelings about it, there is first the broad philosophical question: should any minority group (and we are a minority group) have to "live with" the by-products of others' ignorance of its issues? Certainly the most vocal minority groups - people of color, women, gays - would argue that sensitivity is mandatory and that the only way to produce change is to demand it. There's also the more personal question: is there a reason to become politically active rather than to work around the myths? During the ten years that I have been working to promote understanding of adoption issues, I've run into a number of adults who say, "You're overreacting. Why do you care what others think when you know the truth?" It's true that most adults learn to shrug off insensitivity. After all, we are abstract thinkers, able to analyze what we hear and depersonalize it. More important is how the children feel. During the formative years when both intellect and self-esteem are developing, children think concretely and take everything personally. Children exposed to insensitivity about adoption suffer at the hand of thoughtlessness and bigotry. Furthermore, children awaiting adoptive homes suffer as a group from a society that doesn't understand the need for better services.

Date: November 12, 2002 The late Dave Thomas created the Dave Thomas Foundation for Adoption. He was adopted and said that "adopting a child is a big responsibility, but the amazing part about love and children is you always get back more than you give." As we celebrate National Adoption Month I'd like to discuss the truth about birthmothers.
In 1996 I stood in line at the Sony 19th Street East Theatre in Manhattan waiting to purchase a ticket to see Woody Allen's movie, Mighty Aphrodite. Picketing outside were a group of women wearing t-shirts printed with the words, "Woody Allen Degrades Adoption and Women."
As the mother of three adopted sons, my curiosity got the better of me. I wanted to see firsthand why Spence-Chapin, a New York City adoption agency, called for demonstrations against the film. Anyone who was concerned about the inaccurate representation of adoption had been invited to protest outside the theatre on the 28th and 29th.
For those who haven't seen the film, Mira Sorvino stars as Linda Ash. "Hell, are you my 3 o'clock?" she asks. No, she's not a dentist, therapist or physician. She plays the part of a hooker and porn actress who gave her child up for adoption to Lenny Weinrib (Woody Allen) and his wife, Amanda (Helena Bonham Carter). Sorvino told Interview magazine, "I loved playing the character, who's completely down and dirty and yet who's totally lovable."

Criss Juliard in his paper "Best Practices Establishing a National Vetiver Diffusion Program" (see TVN Newsletter #21 ) asks the question "If Vetiver Grass Technology is so simple, inexpensive and good for the health of the soil, why isn't it promoted more broadly on a national scale in the same way vaccinations are promoted to preserve an individual's health?"
I would add "why do some farmers and engineers use the technology and others don’t".
These questions and others like them must be answered if we are to move ahead more rapidly with the application and use of Vetiver Systems as we now refer to a bundle of vetiver grass technologies.
Criss Juliard continues "The answer is not related to the attractiveness of the technology, but to the challenge of dissemination"

Thailand has done wonderful work in researching and demonstrating VS but it has not been used as widely as should be expected. Research in Thailand carried out by Suchart Montrekusol et al of the Graduate School Chiang Mai University, Thailand Faculty of Agriculture - Extension Department, titled "Farmers' Perception and Practices in Vetiver Grass Cultivation (Vetiveria zizanioides nash) for Soil and Water Conservation in Mae Rim District, Chiang Mai Province" had the following observations and conclusions:
Most farmers applied integrated farming systems. 88% percent of the farmers accessed agricultural information through neighbors and television, while they received information on using vetiver grass for soil and water conservation from government extension workers.

The Chinese Adoption Study is now complete. A big thanks goes out to all of those adoptive parents who graciously gave of their time to complete the adoption survey. Analysis of the first phase of survey responses was completed and presented in the book, Intercountry Adoption from China: Examining Cultural Heritage and Other Postadoption Issues. The results from a second data collection phase are now being analyzed and should be available in early 2003. I hope our findings on the adoption of children from China can give guidance and reassurance to adoptive parents when considering issues related to cultural heritage and adoption.

COGNITIVE DEVELOPMENT AND ADOPTION ISSUES - Part I By Betsy Spiess Bearing in mind that all children have their own "biological clocks" in terms of development, it's best not to get too intense about worrying whether your child is on target chronologically. What you're looking for is individual progress along the developmental continuum. Not only is the range for "normal" very wide, but the circumstances surrounding your child's particular adoption and your child's personality are going to create additional variability. Children's cognitive development gives them an ever increasing ability to understand and cope with the fact of their adoption. You may or may not be aware that the issue is re-surfacing and being processed again at a new level of cognitive ability. Adoption may never be a big deal to your child, or it may be a very big deal. Providing a loving, nurturing environment is the best thing adoptive parents can do for an infant. Lots of holding and interaction will facilitate the bonds between you as your new baby gets used to your voice, your heartbeat, and the sounds in your environment. This is a time to begin using the language of adoption and telling your child the story of her adoption. You might consider rocking her to sleep telling about the events of the day you brought her home and how you felt. This is as much for your benefit as your child's, in that it helps make you comfortable with the issue in preparation for the future. If your child comes home from an orphanage setting it's important to remember to keep as much as you can. Learn some key phrases he is likely to be familiar with, find out if he had a nickname, keep foods and routines as similar as possible, and if your child was lucky enough to bring an article from the orphanage be sure you don't wash the comforting smells out of it. When an older child is adopted you may see regression to an earlier cognitive stage of development, as well. For example, the best thing for your 6 year old might be simply rocking and softly telling how you imagine his birthmother in Russia felt as she relinquished her rights.
