Dr. Suellen Reed, State Superintendent of Public Instruction, the Indiana Department of Education, and the Indiana General Assembly have made a renewed commitment to reading achievement that began in 1997. Over the last three years, legislative initiatives and administrative programs have been established to address a wide array of reading and literacy issues. The policy areas that have been addressed include: new academic standards for reading, research-based early intervention programs, replenishment of school library printed materials, diagnostic reading assessments, phonics curriculum guidance, evaluation of beginning elementary teachers reading instruction skills, and increased support for adult education programs.
1. Reading and Literacy Initiative for a Better Indiana
With the endorsement of 26 statewide reading and education associations, the Indiana General Assembly supported the Indiana Department of Education's 1997 Reading and Literacy Initiative for a Better Indiana by appropriating $14 million for new grant programs. Specifically, these funds were targeted for the Early Intervention Reading Grant program ($8 million), the School Library Printed Materials grant ($4 million), and adequate funding for the state's adult education programs ($2 million).

Nonformal Education and Other Adult Associations In this section we look at a broad range of programs for adults, some of which are primarily aimed at teaching adults new skills, particularly literacy. Others have social or economic objectives, such as improving the health and nutrition or economic status of disadvantaged people or introducing methods of ecological farming. Literacy and other skills training may be an integral part of the latter but not the primary objective. Even though many of the programs discussed below were not designed primarily to "educate" adults, we will refer to the entire range as nonformal education because of their presumed educational or training effects. Though the studies of correlations between schooling and demographic change have not been matched by studies linking nonformal education and demographic change, demographers have recognized that interventions other than schooling might influence fertility and child mortality (Cochrane 1979; Haddad, Carnoy, Rinaldi, and Regel 1990; Browne and Barrett 1991; Jejeebhoy 1996). Jejeebhoy (1996) notes of her study of women's education and reproductive behavior: The possible influence of adult education, as compared with formal schooling of children, on women's lives and on their fertility needs to be explored.

Folkeoplysning
‘Folkeoplysning’ (liberal adult education) is a concept encompassing teaching and educational methods which do not form part of the formal public education system. ‘Folkeoplysning’ as a concept originates in the religious and social movements of the 19th century. One of the main proponents of these movements was the Danish philosopher, poet, educationalist and clergyman, N.F.S. Grundtvig.
The types of schools dealt with below all originate in private initiatives taken by grassroots movements. These include adult education (evening schools), association life, and independent residential schools which are private, self-governing institutions even though they receive considerable public funding. However, public authorities supervise the schools that offer general qualifying education for adults and young people.
The Act on Financial Support to ‘Folkeoplysning’
Adult education, sports and youth associations, youth clubs and the university extra-mural departments are all covered by this law, which lays down guidelines for the allocation of financial support by local authorities. At the local level, a committee on ’Folkeoplysning’ draws up more detailed regulations based on local needs.
The municipality is free to set the overall allocation. However, it must include support for adult education, activities for children and young people and facilities for sports, youth associations and clubs. The fundamental principles of ’Folkeoplysning’ are: free choice of topics, universal access, free initiative and free choice of teachers. In 1996, approx. 1.5 million adults participated in adult education. The cost of these activities is approximately DKK 426 million a year, excluding grants for the funding of facilities and the participants’ tuition which makes up a minimum of 1/3 of the expense.

Background
In 1996, in response to a need for enhanced quality of teaching and more in depth training, the Office of the Vice President, Academic requested that the School of Educational Services create an Ad Hoc Committee to review teacher education at Sheridan. While the college had run successful programming through Continuing Education for over 20 years, there was consensus that teacher education should be revisited in light of:
  • initiatives associated with improving quality, both at the College and in the college system, and in private training the changing nature of teaching and training and increased understanding of the common foundations of the two areas the expanding role of private and in-house training in the workplace possibilities for non-traditional and flexible learning opportunities to maximize potentials for involvement and revenue generation (e.g., modules, distance education, mentoring, etc.) a previously un-identified group: those in community organizations who conduct training the overall restructuring of the college
foundation-level education for novice teachers and trainers . The outcome of this process was the development of a new program, the Adult Education Program, with a stronger emphasis on understanding and facilitating adult learning. The AEP was approved with a planned implementation for fall 1997. Initial program planning and curriculum design began over the summer of 1997 with the first courses implemented in the fall of 1997. Currently the AEP is actively engaged in the program development and implementation process with activity primarily focused on curriculum development, initial course implementation, recruitment of teaching faculty, and marketing and communication processes.
