    Coming together for our basic rights
    Community Aid Abroad's Lia Kent recently visited Indigenous communities in South East India and learned how they are finding their own ways to tackle their education issues. Indian "tribal" communities - Indigenous peoples who maintain their own distinct lifestyle, worldview and language - are among the poorest and most marginalisedin India. The People's Rural Education Movement (PREM) - a long-standing partner of Community Aid Abroad - works with tribal communities on education issues for both children and adults, and supports them to form village development associations. PREM sees education as an awareness-raising process, and believes that children's education is not an isolated issue, but should form part of a holistic program tackling a range of issues: gender inequity, income generation, community development, resource management and land rights. At a meeting in the small rural tribal village of Karikua, I heard women speak of their achievements. Before the village development association formed, only five children in the village attended school. Ten years later, there are only five of the village's children not attending school. When PREM began working in the region, tribal children were finding mainstream schooling irrelevant to their culture and daily lives. As a result they suffered poor self-esteem, and the drop-out rate was high. In response, some development associations have started their own programs, developing a curriculum linked to the reality of tribal life; their culture, language and world view. The programs are usually short-term, aimed at helping children who have dropped out of school get back into the system. In the long-term, the villagers see appropriate education as a government responsibility; they hope the government will begin to replicate some of their education models.

    Education Education system - Adult education ADULT EDUCATION Adult education in Sweden is wide-ranging and based on a long tradition. It is provided in many different forms and under many different auspices, ranging from national or municipal adult education to labour market programmes and personnel training and competence development at work. Popular adult education has a long history in Sweden. The public sector school system for adults includes municipal adult education ( komvux ), adult education for intellectually handicapped ( särvux ), Swedish language teaching for immigrants ( svenska för invandrare ) and National Schools for Adults ( Statens skola för vuxna ). The Adult Education Initiative ( kunskapslyftet ) is a five year programme, launched in 1997 in order to boost adult education and training in Sweden. A pilot project involving qualified vocational education ( kvalificerad yrkesutbildning ) is also currently carried out. The public education system for adults will be presented below. Popular adult education, labour market training and on-the job training and competence development, which all may have links to the formal system, will also be briefly treated. Specific legislative framework The public school system for adults (municipal adult education, adult education for intellectually handicapped, Swedish language teaching for immigrants and National Schools for Adults) is regulated under the Education Act and in a number of ordinances. The right to basic adult education for adults who have not achieved the compulsory basic school leaving certificate is stipulated by law.
