This is true of both general, continuing education and vocational further training. Political and cultural further education normally fall in the category of general continuing education. The more swiftly knowledge becomes obsolete, the more essential lifelong learning becomes in order to maintain a high level of competence. This is also a principle theme of the Concerted Action in Continuing Education (KAW), which since 1987, has proved its worth as a platform for discussion on the topic of continuing education, and promotes increased cooperation between all the parties involved. Participation in courses and seminars has increased markedly in Germany in recent years. In 1997, nearly one out of two adults took advantage of opportunities for continuing education, the highest level recorded since surveys were started within the framework of the Continuing Education Reporting System.
