Yau Jane Chen Ph.D. Dr. Yau Jane Chen has a B.A. in Education from National Kaohsiung Teachers University, Taiwan, a M.A. in Sociology of Education from National Taiwan Normal University, and a Ph.D. in Adult Education from Penn State University, USA. She is an associate professor of Education at National Chung Cheng University in Taiwan. For years, she has researched adult learning in the distance education environment, instructional systems design for distance learning, and the development of educational policy in distance education. She is currently interested in program planning for adult learners and development and evaluation of Web-based learning. Gunnar Grepperud Ph.D. Sarah Guri-Rosenblit Ph.D. Dr. Sarah Guri-Rosenblit is the Head of Education and Psychology Department at the Open University of Israel since 1997. From 1995 to1999, she was the Director of the "Rethinking Higher Education Program," co-sponsored by the Van Leer Jerusalem Institute, The Israeli Academy of Sciences and the Council for Higher Education. Her research area is comparative higher education, with a special focus on distance higher education. She has published dozens of articles and a recent book titled "Distance and Campus Universities: Tensions and Interactions," which is reviewed in this issue of the International Review of Research in Open and Distance Learning.

1. History and Motives
Historians of adult education claim different times and traditions as the beginning of adult education in Germany:
  • Tietgens (1994) claims the reading societies (Lesegesellschaften) in the second half of the 18th century as an important root of the adult education idea. Intellectual citizens met and exchanged about art, science, and politics. Libraries were established and journals were discussed. These intellectual circles which often included contributions of the leading philosophers of that time are seen as the root of enlightenment in Germany. This tradition of enlightenment and humanism is still a basic idea of adult education in Germany today. Roehrig (1975) refers to the workers' educational societies (Arbeiterbildungsvereine) in the first half of the 19th century. Here we find the motive that under-educated people meet and organize with the aim to overcome their intellectual poverty. The primary motive of workers for this development was emancipation through knowledge from being excluded from understanding the world and from being able to play a role on their own in this world. Later this motive changed more to emancipation through political action. Workers themselves often carried this movement, sometimes through philanthropic leaders and intellectuals.

    Print photo On July 30, 2001, Carol D'Amico was sworn in as the Assistant Secretary for Vocational and Adult Education (OVAE). In her position, she will serve as principal adviser to the U.S. Secretary of Education on all matters related to vocational and adult education. D'Amico is a nationally recognized expert on workforce development and education issues, a published author, and frequently requested speaker. Secretary Paige noted that D'Amico has "taken on the vital mission of helping Americans keep pace in the rapidly changing global economy." She brings to her current position extensive experience in advising corporate and government leaders on how to strengthen the American economy through educational policy and workforce development strategies. OVAE's mission is to help all people achieve the knowledge and skills to be lifelong learners, to be successful in their chosen careers, and to be effective citizens. OVAE's responsibilities include programs to support adult education and literacy, career and technical education, high school reform, workforce development, and community colleges.

      Literacy Leader Fellow 1996-1997 Susan is a graduate of the University of Southern California, B.A. History, magna cum laude, Phi Beta Kappa, Phi Kappa Phi. She received a Master of Arts in Education from Stanford University, where she participated in the Secondary Teacher Education Project, a project funded by a Ford Foundation Challenge Grant to improve teacher education and preparation. She credits her Stanford experience as a major influence on her work in curricular design, staff development, and general teaching and learning. Susan's interests include reform initiatives in mathematics teaching, the use of technology in teaching and learning, and the incorporation of materials from science, geography, and history into basic skills instruction.       Literacy Leader Fellow 1998-1999 Jennifer Cromley has coordinated the evening GED program and the volunteer program for the last three years at Academy of Hope, a private, non-profit GED program in the Columbia Heights neighborhood of Washington, DC. For eleven years she has taught basic reading, writing, and math in the context of occupational health and safety training. She has trained over 300 volunteer teachers and peer educators across the U.S. over the last ten years.

Alice McLellan Birney Selena Sloan Butler Phoebe Apperson Hearst Historic Photo Archive Alice McLellan Birney Alice McLellan Birney (1858-1907) was a co-founder of the National Congress of Mothers, which later became the National Congress of Parents and Teachers, or National PTA. She was born in Marietta, Georgia, completed high school at 15, and attended Mount Holyoke College in Massachusetts. At 18, she married Alonzo J. White, a lawyer from Charleston, South Carolina. He died within the year, leaving her an expectant mother. While rearing her daughter, Mrs. Birney studied medicine. When financial difficulties forced her to abandon this course and earn a living, she entered the advertising business and was an unqualified success. Fourteen years following White’s death, she married Theodore Weld Birney, a lawyer practicing in Washington, D.C. They had two daughters.

    Professor Davis holds the A.A. degree from Santa Rosa Junior College, the B.A. degree in Communication and Philosophy from San Francisco State University, the M.A. in Speech Communication from San Diego State University, and M.A. and the Ph.D. in Communication Theory from the Annenberg School of Communication at the University of Southern California. Dr. Davis is the recipient of the National Communication Association's Outstanding Doctoral Dissertation award and was awarded the Top Speaker in the Nation and the Most Inspirational Speaker in the Nation titles in intercollegiate speech competition.
