Ivory Coast's military ruler General Robert Guei and the country's four main political parties have announced they will create a government of national unity - whatever the result of the forthcoming elections to restore civilian rule. Their statement followed a meeting on Thursday with the chairman of the Organisation of African Unity, Gnassingbe Eyadema - who is also the President of Togo - and Benin President Mathieu Kerekou. The statement added that General Guei had reassured the two West African leaders that preparations for the transition to civilian rule were going according to plan. Earlier, the United States had expressed "deep concern" that General Guei was planning to run for president in next month's elections as the candidate of the party he overthrew in a coup last year. There are chilling similarities with the beginnings of the wars in Liberia and Sierra Leone when new rebel groups sprang from the bush with alarming suddenness and regularity. Fighters from both those other West African wars are now fighting with the newer rebel movements in the west of Ivory Coast. Three rebel groups have appeared in Ivory Coast:
  • The Ivory Coast Patriotic Movement (MPCI) - which was the first to take up arms against the government
  • The Movement for Justice and Peace (MJP)
  • The Ivorian Popular Movement of the Great West (MPIGO)
In mid-December the leader of MPIGO told the BBC his movement and the MJP had merged and were now known simply as the MJP.

Also big news today was the Communications Minister Ivy Matsepe-Cassaburi endorsing telecoms regulator Mandla Langa's recommendation earlier this week that government reject both bids for a licence to start a rival to Telkom. Now Belinda Anderson has been watching the telecommunications story very, very closely indeed. She's got some background. BELINDA ANDERSON: Bruce, that's of course for the strategic equity partner in the second national operator. Icasa had to make the recommendation, and it did so on Wednesday. Government then had the final say. It was meant to give that tomorrow, but it brought that forward by a day. Icasa also recommended that the three existing shareholders in the second national operator - that's of course Eskom, Transnet and Nexus Communications - go ahead and be given a temporary licence. The minister said no to that today. She said a new process had to be put in place, and she will give that within three months. She's putting together a team of legal and financial advisers to help her with that.

Crucial issue in fuelling wars
On 1 December 2000, the United Nations General Assembly adopted, unanimously, a resolution on the role of diamonds in fuelling conflict, breaking the link between the illicit transaction of rough diamonds and armed conflict, as a contribution to prevention and settlement of conflicts (A/RES/55/56). In taking up this agenda item, the General Assembly recognized that conflict diamonds are a crucial factor in prolonging brutal wars in parts of Africa, and underscored that legitimate diamonds contribute to prosperity and development elsewhere on the continent. In Angola and Sierra Leone, conflict diamonds continue to fund the rebel groups, the National Union for the Total Independence of Angola (UNITA) and the Revolutionary United Front (RUF), both of which are acting in contravention of the international community's objectives of restoring peace in the two countries.

January 30, 2003 COUNTRY DESCRIPTION: Although South Africa is in many respects a developed country, much of its population lives in poverty. There are adequate tourist facilities in all urban centers, game parks and areas most commonly visited by tourists. Food and water are generally safe, and a wide variety of consumer goods and pharmaceuticals are readily available. The capital is Pretoria, while the seat of parliament is Cape Town and the Constitutional Court, South Africa's highest court, is located in Johannesburg. ENTRY/EXIT REQUIREMENTS http://usaembassy.southafrica.net , or, the South African consulates in Los Angeles, Chicago, or New York. Overseas, inquiries should be made at the nearest South African embassy or consulate. In an effort to prevent international child abduction, many governments, including South Africa's, have initiated procedures at entry/exit points. These often include requiring documentary evidence of relationship and permission for the child's travel from the parent(s) or legal guardian not present. Having such documentation on hand, even if not required, may facilitate entry/departure. SAFETY AND SECURITY: While visiting game parks and reserves, it is dangerous to leave one' vehicle or otherwise be on foot, even in the presence of a guide. Several incidents of wild animal attacks on tourists in the region have resulted in deaths or serious injury.

GEORGIA MOVING TOWARDS AGGRAVATED RELATIONS WITH RUSSIA
Georgia has introduced limitations on Russian planes' flights over its territory, said Georgian transport and communications minister Merab Adeishvili at a press conference in Tbilisi on Thursday. This unfriendly action was supposedly a response to Russia's decision to impose limitations on Georgian planes, allowing them to fly over Russia only from 2 till 8 in the morning, since August 2, 2002.
