Dear Sir/Madam;
We, the undersigned Indigenous peoples and organizations, would like to draw the attention of the General Assembly to questions related to the budget for the United Nations Permanent Forum on Indigenous Issues.
Allow us to also draw your attention to the fact that Indigenous peoples worldwide (1) want the Permanent Forum on Indigenous Issues to have a Separate Secretariat; and (2) want the Secretariat of the Permanent Forum to be staffed by qualified Indigenous persons.
Financing of the activities of the Permanent Forum:
The success of the Permanent Forum on Indigenous Issues depends very much on the financial arrangements for its activities. We hold the view, that it is crucial that the General Assembly, through the Regular Budget of the UN, provide the necessary financial resources for the functioning of the Forum, including the establishment of a separate secretariat. Moreover, we strongly encourage governments to support the functioning of the Permanent Forum through voluntary financial contributions.

Summary
The International Convention on the Elimination of All Forms of Racial Discrimination is one of the six core international human rights instruments and the only one focused exclusively on eliminating racial discrimination. Given that indigenous peoples have been and continue to be subject to multiple forms of discrimination, it is obviously of great relevance to indigenous peoples’ rights. The Convention places binding obligations on the states that have ratified it – 162 as of June 2002 – and has been interpreted to provide strong protections for indigenous peoples. A Committee on the Elimination of Racial Discrimination was created to oversee implementation of and to monitor state compliance with the Convention. This Committee receives reports from states on how the Convention has been implemented and then issues conclusions about compliance. These conclusions often refer to indigenous peoples’ rights. A complaints procedure exists that permits indigenous people(s), in certain countries, to complain about violations of rights. The Committee has also issued a General Recommendation that elaborated upon indigenous peoples’ rights under the Convention. The Committee’s jurisprudence includes the rights of indigenous peoples, among others:

Clear Light Publishers, 1994, 176 pages In their own way, each of the book's sections shed light on the global nature of the plight facing indigenous people: the disappearance of diversity and traditional ways of life, ecological degradation, repression of native rights movements, and the loss of vital knowledge about how to live in harmony with the environment. The statements made by the nineteen indigenous representatives describe these issues with examples drawn from their own cultures. Anderson Muutang Urud of the Kelabit tribe of Sarawak, Malaysia, points out that his people have lost their native forest lands to logging companies. "Our lives are threatened by company goons," he says. "Our women are being raped by loggers who invade our villages. While the companies get rich from our forests, we are condemned to live in poverty and eventual genocide." Davi Yanomami of the Yanomami tribe of the Amazon Valley describes the invasion of garimpeiros (gold miners) who not only ravage their lands but exploit his people and spread disease. Thomas Banyacya, a Native American Hopi elder, talks about the costs to his people of the Navajo-Hopi Land Settlement Act of 1974 which mandated the removal of Navajos and Hopis from their native lands, ostensibly to resolve conflicting claims to land between the two groups, but largely as a result of pressure by mining and energy industries.

Introduction The cultures, lifestyles and general quality of life of the Indigenous peoples across the world have attracted the attention of researchers, development practitioners, government officials and non-governmental organizations all over the world. However, limited opportunities exists for interested parties to meet and exchange information on a variety of development issues the directly or indirectly affect the Khoe and San. Questions are increasingly being raised on the extent to which the Khoe and San are included in their own development and thus able to shape their destiny. We are pleased to announce plans for an international Khoe and San conference to be held in Botswana University of Botswana ) on the 10-12 September 2003. The conference entitled: Research for Khoe and San Development will provide a unique environment for academics, government officials, development practitioners and the Khoe and San to dialogue on pertinent issues of mutual concern. The timing of this conference is opportune, given the recent international negative publicity about the treatment of the San in Botswana. It will raise the profile of the problem and provide essential information for future development in the area of research, policy making and programme implementation. Additionally, it will provide and an important platform for the Khoesan representatives to express their understandings and desires for more appropriate development policies and programmes.

In their drive for profits, transnational corporations which dominate the international tourist industry have, with the complicity of governments (particularly those of the Third World), devastated the lives and lifestyles of indigenous peoples. The process of globalisation will only exacerbate their plight. GLOBALISATION and tourism have become a deadly mix for indigenous peoples. Tourism's impact on indigenous peoples' way of life and on their control of and access to their resources and environment has become more pronounced with globalisation of the world economy. For several decades now, tourism has been a major source of revenue for countries, specifically in the Third World. Its growth has been nothing short of phenomenal. In the 1950s, 25 million people travelled to a foreign destination. In the 1960s, this grew to 70 million. By 1997, 617 million tourists had been reported by the Madrid-based World Tourism Organisation to have travelled to foreign countries. The World Tourism Organisation has even predicted that by the 21st century, tourist arrivals would have reached billions annually. It foresees that by the year 2010, 1 billion tourists would have travelled abroad and by 2020, this would have increased to 1.6 billion.

Background The UNITAR Programme in Peacemaking and Preventive Diplomacy was initiated in 1993 to enhance the effectiveness of the United Nations' efforts in conflict prevention and resolution. Since then, the programme has expanded to provide a range of research and training as follows: Main Activities Programme for Briefing and Debriefing Special and Personal Representatives and Envoys of the Secretary-General

As well, a collection of DVDs of interviews with SRSGs are currently being edited and will be provided to all SRSGs and to UN Headquarters. Both the DVD collection and the book will be given to new SRSGs as part of their briefing process.
