Appendix 2: Lead Sponsors
The following is a shorthand listing of the resolutions adopted at the 1994 session of the Commission and the lead delegations. For NGOs attending the Commission and seeking changes to resolutions the process of lobbying and negotiating can be more effective if the initial approach is made to the lead delegation. References to some lead delegations may relate to their position as coordinator of a regional bloc, e.g. France in some cases for the European Union, Algeria for the African Group. Responsibility for taking the lead on those questions at the 1996 session will be assumed by the delegation designated by the regional group or, in the case of the European Union, by the country that is President at the time the Commission is in session. Resolutions where the Chair of the Commission is indicated are texts referred to the Commission by the Sub-Commission; there is no lead delegation. It should also be noted that there will be no resolutions on the situation of human rights in South Africa at the 1995 session of the Commission. The resolutions adopted at the 1994 session are therefore not listed here.

This poem aptly illustrates one of the issues raised by Indigenous Peoples against the system of education that was imposed on them by colonial and neo-colonial powers. It is a biting indictment of an educational system that is perceived as unsuitable to their needs. Indeed, Indigenous Peoples in many parts of the world identify education as a crucial factor in the historical process of their marginalization. The process started at the onset of western colonization and was carried over by nation-states after decolonization. A Handmaiden of Assimilation In their attempt to consolidate colonial power, and later, nation-states, the ruling elite imposed a policy of assimilation nay westernization. This policy was implemented by missionaries and schools that they set up in Indigenous communities. This resulted in the virtual obliteration of most of the Indigenous Peoples’ way of life their cultural practices, traditions, arts, languages. Some elements of their culture, those that were deemed acceptable to the "moral" (i.e., western, Christian and patriarchal) standards of the colonizers and ruling elite, were integrated into the dominant national culture.

The Indigenous Peoples Programme focus is the plight and status of Indigenous Peoples around the world. The programme attempts to clarify the past and present issues of denial, destruction and denigration of Indigenous spiritualities and ancestral values that were exercised by colonisation and continued by dominant cultures, the most critical of which is the dispossession of the land on which Indigenous Peoples build and develop their lives and their spiritualities. Indigenous Peoples are among the (if not the ) most oppressed peoples in the world. The Indigenous Peoples Programme calls on the WCC to be proactive in its support for Indigenous Peoples and their struggles by:
  • ensuring that the issues and concerns of Indigenous Peoples are continuing to be addressed throughout the programmatic work of the WCC and by doing so;
  • engaging and encouraging its member churches to work in solidarity with Indigenous Peoples;
  • challenging wider society which continues imposing oppressive actions.

YACHAY WASI Yachay Wasi's Work at the United Nations YACHAY WASI, a Non-Governmental Organization (NGO), was granted consultative status with the Economic and Social Council (ECOSOC) of the United Nations on May 4, 2001. It has been associated with the United Nations Department of Public Information (DPI) since March 27, 1997. ACTIVITIES "Cultural Heritage and Sacred Sites: World Heritage from an Indigenous Perspective" , a Panel discussion. took place on May 15, 2002 at New York University as a parallel event of the First Session of the Permanent Forum on Indigenous Issues. The report which contains speeches and 33 sacred sites studies from world Indigenous communities was compiled by Marie-Danielle Samuel, Yachay Wasi, main organizer for this event. Report was mailed to members of the Permanent Forum on Indigenous Issues and to all involved in the event. 1 - NGO Committee on the UN International Decade of the World's Indigenous Peoples In October 1991 at the United Nations, Eliane Lacroix-Hopson, International Romani Union-NGO/ECOSOC, co-sponsored a NGO Committee toward the 1993 UN International Year of the World's Indigenous Peoples. The Year's theme was "Indigenous Peoples: A New Partnership". From the start, Marie-Danielle Samuel, Mono Adventures (partnership with Luis Delgado Hurtado), was invited to join the NGO Committee. After the UN General Assembly voted in 1994 to continue the work of the International Year during a Decade, the Committee enlarged its mandate to become the NGO Committee on the UN International Decade of the World's Indigenous Peoples. Luis Delgado Hurtado and Marie-Danielle Samuel decided to participate fully in the work of the United Nations as the non-profit Yachay Wasi. On the NGO Committee, Marie-Danielle Samuel was Treasurer (1997-2000) and subsequently Vice Chair (2001-2002) until her resignation from the NGO Committee on May 28, 2002.

Indigenous Peoples live in every region of the world, including the Arctic, Africa, Russia, the Americas, Europe, Asia, Australia and the Pacific amongst other areas, and everywhere they suffer gross discrimination and marginalization. The belief in the inferiority of Indigenous Peoples, in addition to the lack of consultation on matters that effect them, remains deeply embedded in the legal, economic and social fabric of many States and has resulted in the dispossession and destruction of Indigenous territories and resources, political, religious and social systems. 141. Indigenous Peoples continue to suffer the loss of their territories and resources, the destruction of their cultures, and violence directed at their peoples. Indigenous women and children, in particular, endure multiple forms of discrimination. This dispossession, violence and discrimination constitute flagrant violations of our human rights in contravention of the Universal Declaration of Human Rights. 142. Indigenous Peoples are peoples within the full meaning of international law. Indigenous Peoples have the right to self-determination by virtue of which they freely determine their economic, social, political and cultural development and the inherent right to possession of all of their traditional and ancestral lands and territories. The knowledge and cultures of Indigenous Peoples cannot be separated from their unique spiritual and physical relationships with their lands, waters, resources and territories.

Regarding the Rights of Indigenous Peoples of the World Decade of Indigenous Peoples
January 1995 marked the beginning of the United Nations' (UN) Decade of Indigenous Peoples. This act exemplifies the increased attention being given to indigenous peoples, their rights, and their concerns within our global community. However, this attention has not come easily. Many of the more than 300 million indigenous peoples in the world face social and economic disadvantages in the countries in which they live. Some of the world's worst violations of human rights have been and continue to be committed against indigenous peoples. They have struggled to retain their languages, civic structures, lands, and spiritual life. And, despite the tenacity of those struggles, many indigenous cultures have failed to survive. As Boutros Boutros-Ghali, former Secretary General of the UN has noted, "For centuries indigenous people have lived on the margins of national and international life." It is heartening that the voices of indigenous peoples are beginning to be heard in international forums. The Decade of Indigenous Peoples has grown out of years of efforts of these peoples to have their rights and aspirations recognized as a legitimate concern of all who value human rights. The cornerstone of the Decade will be the UN's adoption of the Declaration on the Rights of Indigenous Peoples.

Though fundamental to much western thinking about nature, many indigenous peoples reject the notion of wilderness, as Jakob Malas a Khomani hunter from the Kalahari, whose lands were classified as the Gemsbok National Park, has noted: "The Kalahari is like a big farmyard. It is not a wilderness to us. We know every plant, animal and insect, and know how to use them. No other people could ever know and love this farm like us." Ruby Dunstan, of the Nl'aka'pamux people of the Stein Valley in Alberta, Canada, who have been fighting to prevent the logging of their ancestral lands, has likewise remarked: "I never thought of the Stein Valley as a wilderness. My Dad used to say 'that's our pantry'. We knew about all the plants and animals, when to pick, when to hunt. We knew because we were taught every day. It's like we were pruning everyday... But some of the white environmentalists seemed to think if something was declared a wilderness, no-one was allowed inside because it was so fragile. So they have put a fence around it, or maybe around themselves."

    International Day of the World’s Indigenous People 9 August 2002
    The momentous first session of the Permanent Forum on Indigenous Issues, which was held in New York in May 2002, and to which UNESCO contributed, was a historic step in the struggle to achieve recognition for the identity, diversity and wealth of indigenous peoples. The Forum’s work is of particular interest to UNESCO since its structure is conducive to a stronger partnership between the indigenous peoples and governments, and because its mandate, which goes beyond protecting human rights, creates a new forum where all the agencies of the United Nations family can address holistically fundamental questions concerning the future of indigenous peoples.
    UNESCO wished most especially on that occasion to underscore the importance of the links between “cultural diversity and development” by organizing a workshop for the exchange of ideas and experience on the subject.
