The first of the groups is the Society for Automotive Historians (SAH) , a 900-member organization that encourages research, documentation, preservation, and publication of history concerning the invention, development, and influence of the automobile.   The second organization to become an affiliate is the Center for History and New Media (CHNM) . CHNM uses digital media and computer technology to change the way people—from historians to students to the general public—learn about and use the past. The Center brings together innovative digital media with the latest and best historical scholarship to promote an inclusive and democratic understanding of the past as well as a broad historical literacy.

Southern University at New Orleans
is many things. It is a state university, part of Louisiana's Southern University system; it is an open-enrollment university, serving the varied needs of Louisiana, southern Mississippi, and especially the Greater New Orleans area; and it is an HBCU, and so was created to primarily serve the needs of the African American community in and around the Greater New Orleans area. Its mission is now that of an open enrollment institution, serving all who want access to higher education, but still see ourselves as especially serving the "socio-economically disadvantaged" of Greater New Orleans. Since opening its doors in 1959, SUNO has grown until now it averages about 4,000 undergraduates, and is striving to establish several graduate programs in addition to its well-known MSW program. This chapter is about the community technology center as a new organizational basis for democracy and social inclusion in the information society. We present a theoretical framework and an empirical case study, concluding with some reflections on democracy and cyberorganizing.
Background Historical inequalities condition new social developments. In virtually every society at the dawn of the 21st century, polarities of income, class, color, and space are translating into a digital divide.
