Created in 1971, the Consultative Group on International Agricultural Research (CGIAR) is an association of public and private members supporting a system of 16 Future Harvest Centers that work in more than 100 countries to mobilize cutting-edge science to reduce hunger and poverty, improve human nutrition and health, and protect the environment. While agriculture is the cornerstone of development in poor countries, where more than 70 percent of people depend on the land for their livelihood, agricultural growth must be achieved through methods that preserve the productivity of natural resources. Research is one key means by which the world's knowledge of agriculture is increased and improved.

Atmospheric concentrations of carbon dioxide, methane, nitrous oxide, and other greenhouse gases have increased substantially since pre-industrial times, and are expected to continue their steep rate of increase if current emission patterns continue. The major human source of greenhouse gas emissions is burning fossil fuels. ERS research focuses on how changes in global climate may affect both U.S. and world agricultural production mitigate climate change by reducing emissions or increasing carbon sequestration. Agricultural production uses land, fertilizers, pesticides, water, and other inputs that can have an impact on the environment and potentially harm human and ecosystem health. This ERS research program conducts economic research on the efficiency, effectiveness and equity of policies and programs directed toward improving the environmental performance of the agricultural sector.
In recent years, the scope of problems addressed in resource policy has expanded to encompass the onsite and offsite problems with soil erosion , the impacts of animal waste , nutrients, and pesticides on surface- and groundwater quality , the impacts of agriculture on coastal resources , and the preservation and restoration of wetlands and other important wildlife habitat. Income and price support programs, while a declining focus of agricultural policy, are still an important influence on producers' environmental performance. Conservation and environmental policies affecting agriculture are fruitful areas of inquiry for resource economists.
