At the entrance to the Hall of Agriculture stands a mighty International Harvester tractor Model 1486, built in 1979. The tools, machines, and vehicles in the Hall of Agriculture are three-dimensional evidence of a profound change in rural America over the last century and a half. This giant has a 156-horsepower engine, power steering and brakes, an AM-FM radio and cassette deck, even air conditioning. It was driven to Washington, D.C., as part of a demonstration by the American Agriculture Movement in 1979 and later donated to the Museum. Part of the gearing of a 19th century cotton gin, in place in Forsyth, Georgia before it was dismantled and brought to the museum. Beside it is "Old Red," built in 1943, the first commercial spindle cotton picker and a machine that helped to end the age of hand-picking in the South. Just across the aisle is a Huber steam tractor of 1924. A workhorse in its day, the Huber delivered 18 horsepower, rumbled along at two miles per hour, and burned roughly two pounds of coal a minute. These three machines represent the culmination of a story told from its beginnings in the rest of the hall.

Jurisdiction of the U.S. House Committee on Agriculture, as originally defined, covered simply "subjects relating to agriculture." That subject list has grown with the nation. The Committee's role now includes the farm bill and rural economic conditions, crop insurance, agricultural trade, commodity futures trading, agricultural research and promotion, conservation, farm credit, welfare and food nutrition programs, and food safety inspection. Ag Committee Chairman Bob Goodlatte (R-VA) explains "The work of the Committee affects the lives of every American." The detailed listing of subjects of pending concern are filed as the Committee's " Oversight Plan " at the beginning of each Congress. One of the important functions of any committee is reporting of legislation to the House. Designed to fully explain each piece of legislation approved by the Committee, a "report" takes the form of a formal printed document and accompanies a bill as it goes to the House floor for action. It is also a reflection of the Committee's interests of the times in which they were written. Titles of many early reports show an intense interest in the growth and manufacture of silk in America. Eight of the 14 reports of the first 20 years of the Committee's history concerned this subject.

HISTORY An 1873 homesteader from Illinois, Martin Allen, first suggested a state institution at Hays. He was impressed with the region and became an enthusiastic supporter of its agricultural potential. In 1878, Martin Allen stated: "We ought to have a testing ground or school of horticulture well out on the plains... As all the state institutions have thus far been located in the eastern third of the state, now let us have a new and useful one in the west." The next year, he suggested that the Kansas delegation in Congress use all reasonable means to secure the Fort Hays reservation to promote agriculture, horticulture and forestry when it was abandoned as a military post. The post was closed in 1889. General Phil Sheridan had recommended that the reservation be abandoned and the region given up permanently to the Indians and the buffalo as it was impossible for white men to live in the Great Plains. After the reservation was closed, a group of army officers formed a syndicate to buy the land at $10 an acre and sell it to settlers at a profit; however, a committee of Hays citizens were successful in checking both the scheme of the army officers and an order of the Department of Interior to open the land for settlement. After President Taylor of the Emporia Normal School proposed that a state normal school and an agriculture experiment station be established on the federal land, the proposed school was referred to as a normal rather than an agricultural college, as had been suggested by Martin Allen.

Previous Page Next Page The New Deal years were characterized by a belief that greater regulation would solve many of the country's problems. In 1933, for example, Congress passed the Agricultural Adjustment Act (AAA) to provide economic relief to farmers. The AAA had at its core a plan to raise crop prices by paying farmers a subsidy to compensate for voluntary cutbacks in production. Funds for the payments would be generated by a tax levied on industries that processed crops. By the time the act had become law, however, the growing season was well underway, and the AAA encouraged farmers to plow under their abundant crops. Secretary of Agriculture Henry A. Wallace called this activity a "shocking commentary on our civilization." Nevertheless, through the AAA and the Commodity Credit Corporation, a program which extended loans for crops kept in storage and off the market, output dropped. The government provided aid in the form of the Soil Conservation Service, established in 1935. Farm practices that had damaged the soil had intensified the severity of the storms, and the Service taught farmers measures to reduce erosion. In addition, almost 30,000 kilometers of trees were planted to break the force of winds.

Agriculture Secretary Ann M. Veneman announced key sign-up dates for programs under the Agricultural Assistance Act of 2003, including the crop disaster assistance program. Veneman said that sign-up for the crop program, which will reimburse producers for qualifying crop losses in either 2001 or 2002, will begin June 6, with payments to begin shortly thereafter.
