General Information International Conference on Electronic Commerce '98 SEOUL - THE VENUE CITY Seoul is both the capital and the heart of the Republic of Korea, containing about 11 million of the nation's 45 million people. It was a seat of government in the Paekche Kingdom more than 1,500 years ago, but the city's true genesis occurred in 1394, when it became the capital during the Choson Dynasty (1392-1910). Standing at the crossroads of a glorious past and a promising future, it is noted for its major historical as well as cultural and natural attractions. Visitors to modern Seoul can still experience the essence of the ancient Orient which lingers in and around the old palaces, the imposing city gates and the serene temples in the midst of the skyscrapers and modern architecture of the thriving international city of today. The ceremonial and social components of the conference will provide participants with the opportunity to enjoy some of the city's fascinating attractions. KOREA - THE COUNTRY CLIMATE AND DRESS Korea lies in the Temperate Zone and has four distinct seasons. In late March or early April, the trees burst into leafy splendor to mark the beginning of spring. Cherry blossoms, forsythia, azaleas, magnolias and lilacs bloom in April. The weather will be generally sunny and the average temperature in Seoul in April is 18¡É (64¢µ). You may bring warm jacket or sweater, for the weather gets chilly in the evening.

Dubuque is the oldest city in Iowa and was established by fur traders along the bluffs of the Mississippi River. Dubuque is located at the northern edge of Iowa separated from Illinois and Wisconsin by the mighty Mississippi. The river offers great opportunities for area industry and provides recreation opportunities for all. Construction has begun on America's River, Dubuque's $188 million riverfront redevelopment project slated for completion in 2003. The 90 acre riverfront campus will include the Mississippi River Museum's Discovery Center and Aquarium, the Mississippi River National Education and Conference Center, riverfront hotel and indoor water park, riverwalk, visiting boat docks, outdoor amphitheater and river's edge plaza. Please visit www.americasriver.com for more information. Visit our historic downtown with its many historical buildings and take a ride 189 feet up the shortest, steepest elevator for a view of three states. Relax with a horse drawn carriage ride through the city, or a trolley tour of Dubuque's downtown architecture. You're here to play? There is biking, boating, bowling, canoeing, go-cart racing, golfing, hiking, horseback riding, ice skating, roller skating, skiing, swimming and tennis and a variety of parks. Eagle Point Park sits high on the bluffs of the Mississippi offering a place for picnics, tennis, walking tours, great architecture, and an unparalled view of the river.

Asked to build an agency from scratch in a matter of months, the Transportation Security Administration plans to award a five- to 10-year contract for a nationwide information technology network infrastructure that could be worth $1 billion or more, according to sources. Details of the plan are sketchy because TSA has yet to issue a draft statement of objectives outlining the IT infrastructure. The draft, to be released this month, is expected to include requirements for data centers, seat management and telecommunications. Since its creation in November, the fledgling agency has been constructing its organization from the ground up. Its actions have been largely guided by the rules of the Aviation and Transportation Security Act, particularly the costly mandate that checked bags be screened by explosives- detection machines by Dec. 31, said Kenneth Mead, Transportation Department inspector general, speaking at a House Appropriations Committee Transportation Subcommittee hearing last month.

Architecture
The achievements of the Kishinev inhabitants in the area of architecture are considerable. The capital of Moldova is indebted for its status of the “historical city”, received in 1986, to its centre. It was formerly the whole Kishinev, and now just a little part of it, encircled with the massive row of the new buildings of 60-80 th . That time the people used to joke: "Kishinev is a village in the centre and the city in the suburbs". That was time when the industrial building in Kishinev was accelerating. The high buildings that had been unthinkable in seismic area aroused public admiration. The accurate strait lines of the new houses were found modern and beautiful. Newspapers, presenting the capital of Moldova, were only publishing the photographs of the new buildings and boulevards and the old ones were ashamed and scolded for architectural extravagances. Fortunately, the industrial building did not affect the beauty of the old city. The people got tired with the strait lines and rediscovered the dignity of the scales, proportionate to man and even fascination of the architectural extravagances. The middle-80-ies Kishinev dwellers had very painful attitude to all the changes in the centre of the city and even opposed them. On the hills of old Kishinev there are Mazarache St. Constantin and Elena
