I. Introduction
The Code of Alabama 1975, as amended (hereinafter referred to as Code), specifically Sections 38-7-9 and 38-7-11, provides the legal base for regulations and procedures for hearings on denials and revocations of licenses issued to child care facilities by the Department of Human Resources. * The regulations contained herein are also in accordance with the rules provided in the Alabama Administrative Procedures Act (Act No. 81-855). Director Welcome to one of America’s best day and boarding schools . I have been fortunate in my career to have worked in independent schools in New England, the Midwest, the West, and the South. To paraphrase a recent cover story in Harper’s, when we survey the educational landscape today, there are reasons for optimism. For all the distortions our popular culture is capable of retailing, there are also many countercultural voices in the movies, in music, in the sports world, and especially in schools. Dignity and introspection and sportsmanship haven’t gone completely out of style, after all. Taken as a group, independent schools are countercultural. To research which purports to tell us that class size is not a key factor in educational outcomes, we say that decades of experience tells us otherwise. To the temptations of building 2,000-student high schools which take advantage of economies of scale and offer dozens of specialized courses, we respond with a liberal arts approach which asks our future scientists to reach more than a superficial understanding of literature and our future novelists to understand the sciences. The past is not our only study, but it is absolutely essential. Futurism alone cannot create a future.

Definitions.
Terms used in this chapter, unless the context otherwise requires, have the meanings ascribed to them in this section. When not inconsistent with the context, words used in the present tense include the future, words in the singular number include the plural number, and words in the plural number include the singular number, and the word "shall" is always mandatory and not merely directory: (1) CHILD. The UMM Campus Conceived at the outset as a four-year liberal arts college, UMM was to serve not only the population of west central Minnesota, but also was to provide an educational opportunity for students throughout the state who sought a University of Minnesota undergraduate liberal education in a small college setting. The guiding principles of selective admission, controlled growth, and academic excellence in a residential campus atmosphere have not changed for three and a half decades. In 1994, with 1924 students and 120 teaching faculty, UMM combines the living-learning environment of the small liberal arts college with the advantages of being a college of the University of Minnesota. The UMM baccalaureate program is structured but flexible, requiring students to take responsibility for their own learning. The focus is on developing one's intellectual abilities while expanding the horizons of one's knowledge. The members of the faculty, representing over 25 academic fields, are organized into four divisions: Humanities, Social Sciences, Science and Mathematics, and Education. A 16-to- 1 student-faculty ratio and a strong institutional commitment to individual attention bring UMM students into frequent contact with faculty; undergraduates often assist faculty in research and professional activities. The UMM student body is made up of a diverse and talented group of men and women. The campus attracts students from throughout Minnesota and more than 20 other states and foreign countries. Over 50 percent of entering freshmen rank in the top 10 percent of their high school class; over 70 percent in the top 20 percent. The majority of students live in on-campus housing, creating a strong sense of community at UMM.
