In an article printed August 6 in the Birmingham News, "Teaching Just Facts Is Not Enough" (reprinted with modifications at ), I pointed out why schools also need to develop students' understanding and their reasoning skills. That article was well-received in the same way that sermons are well-received by congregations; everyone took it to be pointing out the deficiencies of others. The city of Hoover, Alabama, a suburb of Birmingham, has a school system whose standardized test scores are generally ranked high in the state of Alabama. At the September 25 meeting of the Hoover school board, I tried to make the case that Hoover City Schools, like almost all school districts in the country, including the other highest regarded suburban ones, do not do a good job of developing students' understanding and reasoning ability. I asked the board to state that teaching to develop student understanding of material and student reasoning ability was an important goal of the system. The board demurred, saying that they did not tell their excellent teaching staff what to do. Further, the superintendent said the district struck what he considered to be the right balance between teaching facts and developing student understanding and reasoning skills. He had said on another occasion that college faculty tell him Hoover students were already very well-prepared for college. Since that was at odds with the views of individual college teachers I knew, I called Auburn University, the University of Alabama (Tuscaloosa), and Birmingham-Southern College (a regionally prestigious private college) three schools attended by large numbers of Hoover students to see what some faculty members responsible for freshmen or general undergraduate programs thought about the preparedness of Hoover (and other suburban) students regarding their ability to understand and analyze material and to speak and write coherently and logically. I called faculty members who were both teachers and administrators from two different colleges within Auburn University and from two different colleges within the University of Alabama. The two Birmingham-Southern professors taught and administrated major cross-campus freshmen and undergraduate programs.

INDIANA BOARD GRAPPLES WITH FEDERAL COMPLIANCE. In order to comply with the federal No Child Left Behind Act and fearing the loss of education funds, the Indiana State Board of Education reluctantly agreed to revise the state's accountability system despite the Board's concern that 80 to 95 percent of schools could be considered as failing. Board members were urged to form an alliance with other states that desire to change the law, and to compose a resolution of concerns to the Indiana state government. "We feel very trapped and backed into the corner by this situation," said Board member Susan Brace.

Defensive Driving School
Huntsville Municipal Court is also a training agency for the National Safety Council's Defensive Driving Courses. All DDC instructors must be trained in an approved Instructor Development Course registered with the National Safety Council. The goal of the program is to prevent traffic crashes and violations and to reduce fatalities, injuries and costs to society. This is accomplished through providing knowledge and techniques to avoid traffic crashes. Also, to influence and challenge participants to change their behind-the-wheel behaviors and attitudes so that they will choose to drive safely, courteously and responsibly.
You may attend a defensive driving program if you have received a traffic citation or as a volunteer. If you are attending for a traffic citation we determine the level of school you are to attend by your driving record. We offer the DDC-4, DDC-8, Alive at 25 and the Attitudinal Dynamics of Driving. The class fee can range from $25.00 up to $100.00 depending on the level of class you are to attend, in addition to your court cost fee. If you are attending as a volunteer student or senior citizen, the fee for the class will be $13.00.
This is an award-winning program, which has received many nationally recognized awards and accreditations certificates.

Textbook Committees:
Historically, this has been one of the creationist's most successful tactics. The idea here is to influence the treatment of evolution in biology textbooks, insuring that the subject is mentioned only briefly or not at all. Dorothy Nelkin describes how this tactic works: The creationist effort to influence the state textbook committees usually focuses on a handful of large states, where they can the get maximum effect for a minimum expenditure of money and manpower. The state of California alone, for instance, accounts for over ten percent of all money spent on textbooks in the United States. Another large state, Texas, has traditionally been sympathetic to the creationists (in 1994, the Republican Party in Texas adopted a platform plank advocating teaching creationism in the schools), and also accounts for a large portion of the textbook market. In both of these states, creationists attempt to win a majority on the textbook selection committees so they can influence the content of biology textbooks. By pressuring these large markets towards expunging or limiting mention of evolution in textbooks, the creationists hope to influence the textbooks which are made available to other states as well. And such efforts seem to have been at least partially successful. In the late 1970's, when creationists were attempting to pressure the California state education committee to mandate "equal treatment" for creation science, The most widely- used biology textbook in the state (also used throughout the country)
