Action Ideas for Cities and States
Introduction
At a time when technology is dramatically changing the lives of young people and their families, city and state decisionmakers are grappling with how to provide leadership and allocate resources in the technology arena. In contrast to the high priority placed on technology policy by the Clinton Administration, the Bush Administration has put far less emphasis on this rapidly evolving arena. The Administration's recent focus on the war on terrorism reinforces this situation. It is left to states and local communities to take needed leadership.
The Children's Partnership's research in the technology policy world suggests that many city and state leaders understand that leadership is needed, and some are beginning to develop policy responses. However, relatively little systematic information exists across cities and states about what is being done to address technology issues, particularly with regard to children and families in underserved areas. What information does exist focuses on technology policy and practice in schools, leaving out the all-important developments affecting technology access and use in local communities.

Additional Information Alabama Regulatory Orders Following the recommendations in Interim Report No.1, the PSC scheduled hearings to address two key issues: whether electric power industry restructuring for competition is in the best interests of the consumers in Alabama and the regulatory authority of the PSC in a market-based system. Final comments were filed in response to the PSC June 1998 Order soliciting comments on electric utility industry restructuring. As a result, Interim Report No. 1 was issued by the Task Force in September 1999.

    The U.S. Geological Survey (USGS) has offices in every State, thus providing a local presence and facilitating relations with the public and private sectors, academia, and Federal, State, and local agencies. This widely distributed network of scientific personnel is a resource that provides a valuable and nationally consistent, long-term earth science information base. This Fact Sheet describes several of the USGS activities in Alabama.
    Flood Magnitude and Frequency
    Floods are a natural hazard in Alabama. Damage from severe floods cannot be averted completely, but with sound hydrologic information, reliable estimates of peak river stages and discharge can be made, and communities can be warned of impending danger. With accurate estimates of flood magnitude and frequency, planners and managers can improve the design of highway bridges and culverts, determine locations for water- and wastewater-treatment facilities, prepare zoning ordinances, and establish flood-insurance rates. The USGS has developed methods of estimating peak discharges for floods of various recurrence intervals for rural streams in Alabama not affected by regulation or urbanization. Flood-frequency characteristics have been defined for 200 streamflow-gaging stations that have 10 or more years of record through September 1991.

    Water Resources Program at the Geological Survey of Alabama
    Residential and industrial use of the state's water resources continue to increase. During the last 50 years, per capita use of water has increased 150%. In 1995 about 7.1 billion gallons of water was withdrawn daily in Alabama from surface-water and ground-water sources. This figure represents about 1,725 gallons per day for each person in the state. Approximately 73% of the water withdrawn in Alabama each year is used for electric power generation.
    The Survey monitors and keeps records of water well usage, ground-water levels, and water quality. Currently, hydrogeologists are studying several watersheds throughout the state, such as Flint Creek, the Choctawhatchee-Pea-Yellow Rivers system, and Lightwood Knot Creek, to help solve water supply and quality problems.
    Cities and small towns throughout the state benefit from aquifer supply (ground-water) studies and maps compiled by Survey geologists and hydrogeologists. For example, city planners are using the results of the Eutaw Formation aquifer study to accommodate rapid urban growth and increased water demand in and around Montgomery.
    The Survey has evaluated aquifers for supplying ever increasing population needs in several cities throughout the coastal plain and has identified recharge areas of wells for public supply systems. In a study for the city of Douglas, where water availability is a growing concern, the Survey located new ground-water supplies. In all, almost 40 cities and towns, including Clio, Dothan, Enterprise, Eufaula, Lemoyne, West Blocton, and many more, are using wellhead protection studies by Survey geologists to protect their ground-water supplies.

    Alabama - A State Unit Study This mini unit on ALABAMA uses the cross curricular approach to education. There are several activities from different academic subjects for you to choose from. One of the most important things is to have fun! Below are some activities to help you study ALABAMA. You may choose to do all, some, or none of the activities. You can also alter the activities to better suit your individual child's needs. Some of these activities overlap each other, choose the one you think that you and the children will enjoy most. The main point of this unit is to make learning about ALABAMA and enjoyable for all who are participating. Alabama's State Flag A crimson St. Andrew's cross on a white field, patterned after the Confederate Battle Flag, and adopted in 1895. The bars forming the cross must not be less than six inches broad and must extend diagonally across the flag from side to side. Flag adopted 1895. Create a State "Infodesk": Before you begin this unit you may want to set up a research area. Place a desk or table in front of a bulletin board area. This will be where you can place relevant books, magazines, photographs, posters, newspaper articles, maps, scrapbooks, games, puzzles, computer software, task cards, travel brochures, etc. that you collect. Print a blank map of the state, or draw one on tag board, that you can place on the bulletin board. As you study the political and physical features of the state, have the children fill in the name of the state capital, large cities, and major geographical features. Color the map using different shades for varying elevations.
