    In order to efficiently and effectively coordinate the use of federal funding for transportation projects which may be located in or otherwise impact several political jurisdictions, the Governor designates a Metropolitan Planning Organization in each urban area having a population of 50,000 or greater. The MPO includes elected officials of each political unit within the urban area, and usually also includes representatives of the State Department of Transportation and any mass transportation providers located there. The MPO provides its members a forum for interactive and cooperative decision-making regarding projects which may have regional impacts in addition to the more obvious local ones. In the Mobile area, this program, involving dozens of technical staff personnel from various governments and agencies in addition to the MPO members themselves, is called the Mobile Area Transportation Study - or MATS. SARPC also publishes documentation on both the long and short-term transportation needs and the project implementation schedules in the Mobile area as determined by the MPO. Examples include the

    The stand On May 21, 1963, a federal district judge ordered the University to admit James Hood and Vivian Malone, two black students who sought to attend classes in the summer 1963 term. The University had enrolled a black student once before, Autherine Lucy Foster in 1956, but Foster lasted just three days before mob threats drove her off campus. Hood and Malone's attempt was met with much of the same animosity, and on June 11, when they walked to Foster Auditorium to try to register for classes, Gov. George Wallace met them at the door and blocked the entranceway. That set up a confrontation with President John F. Kennedy that Kennedy won, as he federalized the Alabama National Guard and moved the guardsmen to Tuscaloosa. Wallace stepped aside, but not before he blasted the "unwelcomed, unwanted and force-induced intrusion upon the campus of the University of Alabama today of the might of the central government." Maintaining that it was the sole responsibility of the governor to oversee the affairs of the state, Wallace said, "I hold the supreme executive powers of this state, and it is my duty to see that the laws are faithfully executed." Kennedy did not buy it, replying that "the heart of the question is whether all Americans are to be afforded equal rights and equal opportunities, whether we are going to treat our fellow Americans as we want to be treated.

    Industrial Revenue Bonds What They Are. Industrial revenue bonds (IRBs) are financing instruments issued by designated local industrial development boards (IDBs) or other issuers authorized by state law. Since 1949, IRBs have been a preferred method of financing used by industries locating to and expanding in Alabama. Often, financial institutions and other intermediaries participate by providing letters of credit backing the bonds. Thus, the company seeking the bonds must be considered creditworthy by the financial institution.
    How They Are Used. IRBs provide financing for land, building and equipment for new and expanding manufacturing plants. Certain expenses such as architectural, engineering, legal and administrative fees associated with the sale of the bonds can be paid from the bond proceeds (subject to the limitations of Internal Revenue Service regulations).
