North Alabama's Black Heritage Offers Lessons
in Courage, Spirit and Pride

Northern Alabama's rich heritage and colorful history extend far beyond race lines. From the Civil War to the Civil Rights Movement and beyond, African-Americans have made significant contributions to the 16-county region's development and culture.
"Father of the Blues" W.C. Handy was born in Florence in 1873. His childhood, log cabin home now serves as a museum that contains memorabilia including the piano he used to compose the "St. Louis Blues" and his trumpet. Each August, people come to North Alabama from all over the country to honor his contributions to music during the W.C. Handy Music Festival.

Dr. Steve Franks, Director Dr. Franks is a native of Alabama and has spent his professional career in various aspects of vocational, technical, and adult education. He earned a B.S. in Trade and Industrial Education and an M.A. in Vocational Education from the University of Alabama at Tuscaloosa. Dr. Franks also attended Oklahoma State University where he earned a doctorate in Occupational and Adult Education. Prior to his arrival in Arkansas in October 1996, Dr. Franks served for eight years as State Director of Vocational Education in Alabama. His other professional experience includes serving as a technical college Dean of Instruction, a faculty member at Auburn University, and a training and personnel specialist in the construction industry. He also has teaching experience at the high school, technical college, and adult education levels.

Alabama Research and Education Network
The Alabama Research and Education Network (AREN) provides Internet access for Alabama state government, four-year universities, two-year colleges and K-12 schools. Legislative appropriations from the Alabama Education Trust Fund provide this access at no cost to a limited number of public schools and colleges. Currently, some new customers from AETF schools and agencies must cover a portion of their costs. Customers from private schools, 'general fund' state agencies and commercial customers continue to pay fully for services at standard rates. While AREN was once the domain of the state's research universities, the state's community colleges and K-12 systems represent the greatest demand for new growth. To meet their needs, the Authority developed and implemented a technical plan that expanded Internet access to all of the community/junior colleges in Alabama. The Authority has also developed a technical plan for expanding Internet access to all high schools pending appropriate funding. The AREN

Consortium member institutions lend their support, personnel and facilities to projects that serve the public at large through courses, lectures, science fairs and educational programming for television and radio. These activities generally occur outside a formal education setting. The consortium has developed presentation materials in space-related areas. Sponsorship of the National Public Radio program StarDate throughout the state has increased awareness of the consortium's activities. The North Alabama Regional Science Center is conducting hands-on activities for the community with sponsorship from ASGC.

The collaborative efforts of six southeastern states led to a successful aircraft flight experiment in remote sensing. The International Space University held its programs at a member institution, and the ASGC provided local expert advice and coordination, and some support for a design project. Student scholarships have been provided by the ASGC for various space-related activities within the Land Grant Extension Service programs. Fellowships are available to individual educators or teams. Proposals may involve but not limited to: curriculum development, educator workshops, student outreach programs, educational CD or web page development.
