The Supreme Court rules on the landmark case Brown v. Board of Education of Topeka, Kans., unanimously agreeing that segregation in public schools is unconstitutional. The ruling paves the way for large-scale desegregation. It is a victory for NAACP attorney Thurgood Marshall, who will later return to the Supreme Court as the nation's first black justice.

(Montgomery, Ala.) NAACP member Rosa Parks refuses to give up her seat at the front of the bus to a white passenger, defying a southern custom of the time. In response to her arrest the Montgomery black community launches a bus boycott, which will last for more than a year, until the buses are desegregated Dec. 21, 1956. As newly elected president of the Montgomery Improvement Association (MIA), Reverend Martin Luther King, Jr., is instrumental in leading the boycott. Rev. King, Charles K. Steele, and Fred L. Shuttlesworth establish the Southern Christian Leadership Conference, of which King is made the first president. The SCLC becomes a major force in organizing the civil rights movement.

The U.S. Department of Agriculture's (USDA) Rural Development mission area and the 1890 Land-Grant colleges and universities are working together on a new approach to support the development of businesses that create quality jobs. This partnership will help the 1890 institutions provide businesses with the assistance needed to organize and operate efficiently and profitably.
The 1890 institutions have some of the best agricultural science and business education programs in the nation. USDA is building on the strength of these programs to ensure that quality education related to small business development is also available in these communities.
Program Goals
  • Develop income-producing projects for under-developed rural communities. Create self-sustaining, long-term economic development in targeted areas of high unemployment through partnerships with the universities and community-based organizations. Assist and guide these communities in becoming self-sustainable.

The means by which states have sought to publicly evaluate their public school districts and/or individual schools vary. The following categories are included in table 1, below:

VOLUME 26, NUMBERS 2,3,4 PERSONNEL Altinok began a Post-doc fellowship with John Grizzle in May. Ashley Belcher resigned from her research assistant position, and is now teaching in Montgomery. Ilhan Kamarey Kao began a research assistant position with Dr. Phelps in May Willy Reese resigned from his staff position at the North Auburn Fisheries Unit in April. He was replaced by Kenneth Reese in June. Amy Ferry began a research assistant position with Dr. Phelps in February. Tom Popma retired in September. David Teichert-Coddington moved on and is working on culturing shrimp in inland Alabama. FAA is now interviewing candidates for the positions in microbial genomics and fish epidemiology. FAA is starting the search for an aquaculture extensionist. FAA is also starting the search for an aquaculture systems faculty position to head the Masters of Aquaculture (MAq) program. 300-2-6-.03. Appeals. 300-2-6-.01 Goal. (1) Title II, Part A of the Elementary and Secondary Education Act of 1965 (ESEA) (the Act), amended in the Augustus F. Hawkins-Robert T. Stafford Elementary and Secondary Improvement Amendments of 1988 (P. L. 100-297) and reauthorized in Improving America's Schools Act of 1994 (P. L. 103-382) reauthorizes the professional education program. The 1994 Act (the Dwight D. Eisenhower Professional Development Program) revises several of the provisions of the predecessor statutes (Title II of the Education for Economic Security Act and the Dwight D. Eisenhower Mathematics and Science Education Act). The purpose of the program is to provide assistance to state and local educational agencies and to institutions of higher education with teacher education programs so that such agencies and institutions can determine how best to improve the teaching and learning of all students (P.L. 103-382, Section 2002).

Review essays of his book Aristotle on the Necessity of Public Education (Rowan & Littlefield, 2000) were also included in the issue. van Geel, Curren Publish AERA Ethical Standards
Tyll van Geel, Earl B. Taylor professor and chair, educational leadership program, and Randall Curren have co-authored the book Ethical Standards of the Educational Research Association: Cases and Commentary (American Educational Research Association, March 2002). Tyll also co-authored an article on the recent Supreme Court decision dealing with vouchers in the September edition of Education Week (www.edweek.org).

History
Leon County, originally part of Escambia County and later a part of Gadsden County, was created by the Territorial Legislature in 1824. Named for Ponce De Leon, Leon County was one of the most populous and prosperous counties in ante-bellum Florida. Tallahassee, named for the "old fields" that it once encompassed, earned the title early in the 16th century from the Apalachee Indians who inhabited the area. Legend says that the final spelling was chosen by Octavia Walton, daughter of the territorial governor of Florida. Today, Tallahassee exemplifies not only the influence of the Indian, but also that of the Spanish, French and English who occupied the area in succession. The City of Tallahassee, the county seat and only incorporated city in Leon County, was established in 1825, following a decision by the legislature to locate the capital of the new Florida Territory midway between the population centers of St. Augustine and Pensacola.
