Bachelor of Science in Physical Education
with Teacher Certification
The USAO Physical Education Teacher Certification Program is offered through the Division of Science and Physical Education and combines liberal arts learning with teacher preparation. Its goal is to prepare individuals to obtain an Oklahoma Teaching Certificate in physical education and become effective physical education teachers. This program a standards-based program , based on the standards and guidelines put forth by the American Alliance for Health, Physical Education, Recreation, and Dance (AAHPERD) , the State Competencies, and the findings from the "Effective Teacher" research . Collectively, these standards and research findings provide the knowledge base for what physical education teachers should know and do. Individuals successfully completing this program are qualified to obtain an Oklahoma teaching certificate and teach physical education in grades K-12. A program checklist for a degree in physical education with teacher certification is provided below. The Teacher Certification Debate
Charter school administrators disagree on the auspiciousness of hiring certified teachers to staff their classrooms. While certification is no guarantee of teacher effectiveness, expertise in a specific subject area does not automatically qualify one as a competent educator. Part of the problem with traditional certification programs is their focus on outputs (credentials) rather than outcomes (student achievement). Angus and Mirel discuss the increasing dissatisfaction with traditional certification programs that not only emphasize pedagogy over subject knowledge, but also are unnecessarily cumbersome. They conclude that “what the country needs is teachers who are broadly and deeply educated, not people who mostly studied education.” Additionally, there is no guarantee that certified teachers perform better than those who are not certified. However, despite the limitations of the certification process and regardless of the fact that certification does not ensure student achievement, some charter schools seek to hire certified personnel. Many schools chartered through a public district have no alternative. Another reason for this practice is that accrediting agencies view certification status as one of the criteria used to award accreditation. While cognizant of the fact that certification programs are less than perfect, teacher unions and other factions not only support certification requirements but also favor more rigorous standards. They argue that educators must know more than subject matter. They assert that in order to effectively share their expertise, teachers must also be knowledgeable in the areas of child development, learning strategies, cognitive theory, assessment, and classroom management.

Teacher Test Accountability: From Alabama to Massachusetts Abstract Standards for Educational and Psychological Testing . Unfortunately, however, there is no public or private business or governmental agency that serves to certify or in any other formal way declare that any teacher test does, in fact, meet the psychometric recommendations stipulated in the Standards. Consequently, there are no legislated penalties for faulty products (tests) nor are there opportunities for test takers simply to raise questions about a test and to have their questions taken seriously by an impartial panel. The purpose of this article is to highlight some of the psychometric results reported by National Evaluation Systems (NES) in their 1999 Massachusetts Educator Certification Test (MECT) Technical Report , and more specifically, to identify those technical characteristics of the MECT that are inconsistent with the Standards . A second purpose of this article is to call for the establishment of a standing test auditing organization with investigation and sanctioning power. The significance of the present analysis is twofold: a) psychometric results for the MECT are similar in nature to psychometric results presented as evidence of test development flaws in an Alabama class-action lawsuit dealing with teacher certification (an NES-designed testing system); and b) there was no impartial enforcement agency to whom complaints about the Alabama tests could be brought, other than the court, nor is there any such agency to whom complaints about the Massachusetts tests can be brought. When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. The Alabama State Board of Education (ASBE), through an administrative rule (Chapter 290-3-3.04(3) (b)) adopted in 1997 and amended in 1999, requires all colleges and universities to use passage of the Alabama Basic Skills Test as a condition of admission to a teacher preparation program. Specifically, ASBE Chapter 290-3-3-.04(3)(b) reads as follows:
(1) A formal written application for admission to professional studies.
(2) Minimum grade point average (GPA) of at least 2.50 overall, in professional studies, and in the teaching field.
(3) A passing score on the Alabama Basic Skills Test.

Through the alternative certification program, certain individuals who do not have teacher certification may earn a Master of Arts degree in education and simultaneously complete requirements for an Alabama Class A (master's-level) teaching certificate.
If you decide that you do not want to pursue the graduate-level Alternative Certification Program, you may want to consider the College of Education's Irregular Post-Graduate (IPG) Program. Through this program, you may work toward teacher certification at the undergraduate level. Upon satisfactory completion of the program, however, you will not receive an additional undergraduate degree, but you will be eligible to be recommended for a Class B (baccalaureate-level) teaching certificate in your teaching field.

By Melanie Burney Inquirer Staff Writer WASHINGTON TOWNSHIP French teacher Catherine Russo is a novelty in her Gloucester County district. She is the only Washington Township educator to achieve national board certification and one of just 46 in New Jersey. In Pennsylvania, 47 teachers hold the honor. Russo, who teaches seventh and eighth graders at Chestnut Ridge Middle School, was certified in 1997 by the National Board for Professional Teaching Standards. "It's probably the most productive form of professional development I've ever done," said Russo, a teacher for 12 years. While national certification has been embraced by educators across the country, it has been slow to catch on in New Jersey. Nationwide, more than 16,000 teachers have received the certification. A new group will be named next month from among 20,000 candidates.
