H.R. 2 renews Title I, the largest federal program to help educate disadvantaged children. Included under Title I, is reauthorization of Native American and Alaskan education programs and Rural Education assistance. The bill passed by a vote of 358 to 67. “We have students across Alaska that need specialized attention and assistance, without taking away from the education of all school children. What we don’t want is two tiers of education,” said Congressman Young. Young added “This legislation builds the necessary core competencies to educate low-income and other special needs children to high standards.” In Alaska in 1998, 19.7% of Alaska’s school-age children were identified as being low income. In fact, the Title I program served 17,888 children in 144 targeted assistance projects and 61 school wide projects throughout Alaska. Arts in Education In October 2000, Fairbanks Arts and Cultural Education (FACE) sponsored five performances of the World Champion Romanian Gymnasts, Aeros , for students at Hering Auditorium, in conjunction with our affiliate, the Fairbanks Concert Association. The performances were a great success! The Education Program oversees the FACE (Fairbanks Arts and Cultural Education) committee which is in turn responsible for the Fairbanks Arts Association Arts in Education, Arts in the Park and the Very Special Arts Festival programs. FACE: The FACE committee receives funding from the State Council on the Arts (AIE) with funding support from the Alaska State Legislature, the NEA, and various organizations and individuals, fund raising activities, and the FNSBSD. Through this program the committee hopes to promote and enhance arts enrichment in the schools for another year. Goals of the FACE committee are: artist residencies (approximately 2 weeks in length), exposure to works of art through exhibition, performances, teacher training and parent involvement opportunities. Each area focuses on developing skills of perception through greater understanding of art forms; children begin to understand how artists make aesthetic choices and how these understandings relate to other aspects of life. Integration of artist residencies into the curriculum is strongly encouraged, but not necessary.
