The Civil Division of the Department of Law provides legal counsel to the executive branch in all civil actions. The division defends and prosecutes civil litigation to which the state is a party; handles legal matters for and provides legal advice to the governor, executive branch agencies, and – upon request – the legislative and judicial branches; reviews regulations prepared by executive agencies, drafts legislation for introduction by the governor; and reviews all legislation before it is acted upon by the governor. It accomplishes this work through its eleven sections, located in its Juneau Anchorage , and Fairbanks offices. The division is also responsible for interpretation and enforcement of the Executive Branch Ethics Act (AS 39.52)

Environmental Education Camps
  • Cape Peirce Marine Science and Yup'ik Culture Camp This camp focuses on seabirds, marine mammals, and marine ecology. Students from the villages of Togiak and Goodnews Bay hike along scenic cliffs to view the animals in their natural environments.
  • Caribou Ecology and Yup'ik Culture Camp Students from Dillingham and Manokotak travel to the Nushagak Peninsula to study caribou, vegetation, and marine ecology. The Nushagak Peninsula is home to a caribou herd that was transplanted to Togiak Refuge in 1988. Students learn about caribou management as they assist biologists with radio tracking, and village elders share their knowledge of traditional Yup'ik uses of caribou.
  • Bristol Bay Salmon Camp Students from around Bristol Bay travel to Lake Aleknagik to study salmon biology, aquatic ecology, fisheries management, and the role of salmon in the ecosystem. Students experience hands-on field work under the guidance of experts, such as sampling scales from adult salmon in a live box, and participate in discussions with salmon research scientists, commercial fishery managers, and others.

Brief Overview:
Alaska's charter school law was originally passed in 1995. As of October 2002, 15 charter schools are operating in the state serving 2,681 students. An amendment to the law was passed in 2001, increasing the maximum number of charter schools from 30 to 60 and extending the term for which charters may be granted from five to ten years.

Good afternoon. I hope everyone is having a great conference. I want to share with you some thoughts on the Leave no Child Behind Act. Its full name is the Elementary and Secondary Education Act…the ESEA…It is alternatively known as the “leave no consultant left unemployed” act. Most folks know it as the “leave no child left untested” act. I would bet that when you were coming to lunch today you did not realize that you were also going to get a history lesson. In order to get a true sense of the ESEA you need to know the historical and constitutional context. For those of you who already know this stuff…my apologies. When the founding parents ratified the constitution they set up a federal system of government, which created a unique powersharing With minor tweaks and a few additional unfunded mandates that was the way the situation remained until January 8 th of this year. On that day the president signed into law the reauthorization of the ESEA. The general term for the framework that we use to view the world is a paradigm. I hope you all know that in the world of paradigms, shift happens. I want to tell you that shift definitely happened when this legislation was signed into law. The entire relationship between the states and the federal government in the arena of education changed about 170 degrees.

There are many children in Russian orphanages, but not all of them are adoptable. To be legally adoptable, biological parental rights must have been terminated involuntarily by a court, or relinquished voluntarily by the parents. Additionally, children may be true orphans (parents are deceased) or abandoned. If children are abandoned, legal proceedings to terminate parental rights must be completed prior to proceeding with adoption. Only about 20% of younger children in orphanages, and about 10% of older children in orphanages, are legally adoptable. Adoptive parents are personally involved in their adoption procedure and both spouses have to personally appear in the Russian court proceedings. Like any court procedure in the United States, an adoption requires pre-hearing preparation work, filing of paperwork and case scheduling, a court hearing, and finalizing paperwork
