I hope everyone is having a great conference. I want to share with you some thoughts on the Leave no Child Behind Act. Its full name is the Elementary and Secondary Education Act the ESEA It is alternatively known as the “leave no consultant left unemployed” act. Most folks know it as the “leave no child left untested” act. I would bet that when you were coming to lunch today you did not realize that you were also going to get a history lesson. In order to get a true sense of the ESEA you need to know the historical and constitutional context. For those of you who already know this stuff my apologies. When the founding parents ratified the constitution they set up a federal system of government, which created a unique powersharing With minor tweaks and a few additional unfunded mandates that was the way the situation remained until January 8 th of this year. On that day the president signed into law the reauthorization of the ESEA. The general term for the framework that we use to view the world is a paradigm. I hope you all know that in the world of paradigms, shift happens. I want to tell you that shift definitely happened when this legislation was signed into law. The entire relationship between the states and the federal government in the arena of education changed about 170 degrees.
