Shortages and Struggles
The idea of home can evoke a myriad of images, emotions, and stories for all of us. Home is where we live, home is where we teach our children, home can be our solace and refuge. Unfortunately, many Native children live in sub-standard housing.
  • The National American Indian Housing Council states that forty percent of homes in tribal areas are overcrowded and have serious physical deficiencies. In comparison, nationally only 5.9 percent of housing is considered inadequate. In 1998, HUD reported that Indian families waited for subsidized housing twice as long as families nationally, 41 months compared to 21 months. 30,000 people are on waiting lists for low-income rental units in Indian Country.
Persistent unemployment and poverty contribute to housing problems in Indian Country. Many households with low salaries spend over half their income on housing.

Million Solar Roofs Initiative Proposal . This is a draft of our second year proposal to fund the Million Solar Roofs Initiative. This proposal includes our plan of action for FY2002. Meeting the Housing Needs of People with Disabilities in Rural Communities

Introduction
The housing problems of people with disabilities living in large cities – such as New York City and Chicago – often receive national attention. However, a large proportion of people with disabilities actually live in more rural parts of the country. Currently, 23 percent of all residents of rural areas are people with disabilities compared to 18 percent in cities and larger urban areas. Individuals in these areas face many challenges due to their rural surroundings including poor quality housing, fewer accessible units, and limited transportation options. They also have many of the same housing problems as their counterparts in more metropolitan areas; even in rural areas where housing costs are typically lower, people with disabilities are still unable to afford safe and decent housing. Because of the unique housing challenges facing rural Am eric a , the federal government has created a limited number of housing resources administered by the U.S. Department of Agriculture (USDA).

October 6, 1998 CONGRESSMAN DON YOUNG SUPPORTS FUNDING FOR VETERANS AND HOUSING This legislation supports the responsibilities we have to Alaskans Washington, D.C. -Alaska Congressman Don Young voted in support of H.R. 4194, the Fiscal Year 1999 VA, HUD, and Independent Agencies Appropriations Act (Conference Report). The legislation provides $3.8 billion for veterans benefits, housing programs, and independent agencies that deal with science, space, and the environment. It passed by a vote of 409-14. "This legislation supports the responsibilities we have to Alaskans who have served their country in times of peace and war. We continue funding for important programs that funds science to help our future, housing to help those in need, and funding for the safety of our children," said Rep. Young. Summary of Provisions
  • The bill provides $42.6 billion for the Department of Veterans Affairs ($1.6 billion more than last year).
  • Provides $660 million for housing for the elderly and $194 million for housing for the disabled.
  • Provides $4.8 billion for community development block grants.

As many of you have heard, my office in the Senate Hart Building has been closed since October 18th in response to the anthrax attacks on Washington, D.C. While my staff and I have been working out of my offices in the U.S. Capitol, we have not received mail addressed to the U.S. Senate since October 15th and have been unable to retrieve faxes addressed to the U.S. Senate since October 17th. At this time it appears likely that we will not be able to return to the Hart building prior to November 16th.
