The Weatherization department provides low-income homeowners and renters with free home weatherization services. Eligibility is determined by income of the entire family. With funding and technical support provided from the State of Alaska through the Alaska Housing Finance Corporation (AHFC), RurAL CAP currently serves Juneau and Western Alaska through: The Weatherization Assistance Program (WAP) and the HOME Program serve Juneau with improvements like additional insulation for attics and floors, minor repair and tune-ups for heating units, caulking, weather stripping and repair of defective doors and windows; and The Enhanced Weatherization Program (EWX+) provides an extended program from the Yukon-Kuskokwim Delta to the Northwest Arctic Borough which adds insulation, doors, windows, energy-efficient heaters as needed and also provides repairs and adequate ventilation to extend the useful life of the home.

Affordable Housing Properties
With the purchase of three 4-plex apartment buildings in the Mountain View area of Anchorage in 1999, RurAL CAP launched its Affordable Housing initiative. Under a special financing arrangement with the US Department of Housing and Urban Development and the First National Bank of Anchorage, these 12 two-bedroom apartments are dedicated for low-income tenants. They also provide a decent and affordable housing option for the formerly homeless graduates of the Homeward Bound program. Rents are below market rates, without aditional public subsidies. However, RurAL CAP accepts Section 8 Vouchers from tenants who are eligible for this type of assistance.

Programs of study
The School of Fisheries and Ocean Sciences offers the M.S. degree in biological, chemical, fisheries, geological, and physical oceanography; marine biology; fisheries; and seafood science and nutrition (interdisciplinary degree). The Ph.D. is offered in marine biology, oceanography and fisheries. An interdisciplinary Ph.D. is offered in seafood science and nutrition. Oceanography and marine biology programs require at least one year of residence at the Fairbanks campus, but research may be conducted through the Juneau Center or other coastal facilities. Fisheries degrees are offered at both Fairbanks and Juneau. Seafood science and nutrition is offered through the Fishery Industrial Technology Center (FITC) in Kodiak. MS students in fisheries have a choice of three emphasis areas: fisheries management, fish/invertebrate biology, or aquaculture, which is offered in Juneau only. The oceanography, marine biology, and fisheries MS degrees require a minimum of 30 credits. At least 24 credits, including thesis and/or research, must be at the graduate level. A comprehensive examination and a defense of thesis are required of all master's students.

Juneau Senate Bill 223 (Finance) is sponsored by the Senate Rules Committee. "In the face of reduced incomes, Alaska’s seniors don’t need additional roadblocks in securing housing," said Senator Kelly. "By allowing the age of eligibility to be lowered from 60 to 55, and eliminating the interest surcharge on loans, we clear the way for more seniors to find an affordable place to live." "We’ve also responded to bond counsel suggestions by improving the workability of the Senior Revolving Housing Fund." Federal law considers seniors as those aged 55 and older. SB 223 standardizes the age of eligibility for loans under the Senior Housing Revolving Fund, making it consistent with federal law. Proceeds from loans made from the Senior Housing Revolving Fund will be repaid directly into the Fund under the provisions of SB 223, contributing to its asset base. AHFC will use the Fund to make loans or pledge for bonds, in support of a variety of worthy senior housing goals.

Published, Summer 2002 By Ricardo Worl "Haa Yakaawu" is a word used by the Tlingit Indians of Alaska for a person
who represents you during a trade or commerce oriented transaction.
Christine's story reads like novel: a single mother of four children, earning $28,000 a year as a child care technician, and living in a 1960s vintage two bedroom trailer with rotted walls, and floors and a roof that were ready to fall apart. She regained hope when the local Indian tribe notified her that she qualified for a $15,000 grant toward a new home. The bad news was that her credit history would eventually prevent her from qualifying for a mortgage loan from a bank. Haa Yakaawu Financial Corporation (HYFC) came to Christine's rescue. HYFC's mission is "to increase homeownership for the under-served populations (Alaska Native, rural, and low-income) of Southeast Alaska." Based in Juneau, Alaska, HYFC serves 21 rural communities spread over a mountainous area roughly the size of Pennsylvania with a total regional population of 72,000. Fourteen of the communities have populations smaller than 1,000. Only boat or airplane can reach all but two of the communities, and only eight have commercial banks. Despite geographic and economic challenges, HYFC has closed 170 mortgage or home improvement loans totaling $8.3 million since inception (1997), with 90 percent serving low-income borrowers and 93 percent serving Alaska Native borrowers.

    This course is intended to educate advanced undergraduate students and graduate students about the Arctic environment and to demonstrate the interplay between data collection and quantitative modeling. It will consist of a 10-day tour of the 400-mile northern half of the Dalton Highway from Fairbanks to Prudhoe Bay. The Boreal and Arctic environments will be introduced through lectures along the route and through a seven-day study at the Toolik Field Station (TFS). Also at TFS, students will undertake a detailed study of a multidisciplinary research project: setting goals, creating a research plan, conducting field sampling, analyses, data handling and simulation modeling.
