Alaska blazes trail for charter schools in Northwest
A laska, the first state in the Northwest to pass a charter law (1995), has 16 schools currently operating. Fourteen of them, together enrolling more than 1,800 students, are briefly described here. As distinct from one another as Alaska is from Florida, the schools have as few as nine and as many as 600-plus students. They emphasize subject areas from hard sciences to fine arts. They teach skills from the most basic social skills to the most advanced Internet skills. Here's a brief peek:
  • Academy Charter School Housed in several portable classrooms, this K-5 school in Palmer enrolls 106 students in its back-to-basics program emphasizing the sciences. Daily, 120-minute labs are taught by specialists.
  • Aquarian Charter School This Anchorage school for grades K-6 provides a "gifted" curriculum to all of the 220 students it serves at the Charter School Complex. Using the Accelerated Learning program, the school stresses experiential activities in homework.
  • Aurora Borealis Charter School A back-to-basics K-8 charter enrolling just over 100 students in Kenai, this school is noted for academic rigor, including Latin and Greek for students at all levels. REPORTING STUDENT PROGRESS In order to align the reporting of student progress with a Standards Based System, we need to change and revise the documents, formats and systems we currently use in our district. Where we are High School Graduation Requirements

Background
A special commission appointed in 1991 to examine the issue of choice released a report in 1992 that favored experimenting with charter schools, magnet schools, and other types of public school choice but stopped short of advocating full choice. Since 1995, Alaska's public schools have been allowed to accept the part-time enrollment of students who are enrolled in private or correspondence schools or who are home schooled. State funding follows the students.

What is "Alaska in Maps"? It is a thematic atlas of Alaska. In contrast to a topographic-type of atlas that emphasizes contour lines and selected settlement features, a thematic map offers maps of special topics. Examples of thematic maps found in "Alaska in Maps" include earthquakes, volcanoes, Native language regions, and health care facilities. "Alaska in Maps" was primarily designed for Alaska middle and high school students. However, it is also a useful atlas for anyone wanting to know about the geography of Alaska. Initially the atlas was published in a printed format. This is the traditional format for an atlas. It offers good looks, a good 'feel' and it is easy to use. But, could the atlas be transformed into a new electronic format as well? That was the challenge, and the result, in 2000, was the "Alaska in Maps CD-ROM" that you are using.
Why the CD-ROM version?
Enter the world of "GIS" or Geography Information Systems. This computer-based mapping system, once limited and arcane, is now commonly used in government, business, and schools of higher education. And it is moving onto the web and into K-12 schools.

No X Education funding in Alaska contains many unfunded mandates-HSQGE, requirements for remediation, requirements for professional development, and alignment of curriculum to standards. Two years ago a task force report of business leaders and educators found the need for additional funding for education to meet the constitutional mandates of the citizens of Alaska.
No X Rationale: I would (and have) leaned toward such support and will continue to keep K-12 one of my highest priorities along with public safety and transportation. The legislature has mandated that students demonstrate they can meet standards in order to graduate from high school with a diploma. Despite providing Learning Opportunity Grants this year, additional recurring funding (in the foundation formula) needed to implement programs and hire quality personnel has not been forthcoming. Will you sponsor legislation to adequately fund these mandates?
