From The Nation's Health, February 2001 Budget includes funding for critical health programs: Funds aid food safety, preventive care The 2001 federal health budget passed by Congress in December contains a bevy of beneficial provisions for critical public health programs and issues, including children's health, preventive care, chronic diseases and nutrition. The budget, passed in tandem with appropriations for the Labor and Education departments, provides $9 billion more to the Department of Health and Human Services than last year's budget, an increase of 22 percent. "The bill provides sound funding for many programs supported by APHA this past year, including food safety, special studies of antimicrobial resistance, state and local public health infrastructure systems and programs to eliminate racial and ethnic health disparities," said Mohammad N. Akhter, MD, MPH, APHA executive director. "We commend the 106th Congress for allocating the necessary funds for the preservation and expansion of critical public health delivery programs, surveillance and research." Despite the positive aspects of the 2001 budget, there are some shortcomings, Akhter noted: The legislation prohibits use of federal funds for support of needle exchange programs, places unreasonable restrictions on choice and access to reproductive care and fails to provide essential new school construction funds.

White, PhD, RD, LD President American Dietetic Association On Health Status and Needs of Individuals with Mental Retardation Senate Appropriation Committee March 5, 2001 The American Dietetic Association (ADA) is pleased to submit written testimony on the health status and needs of persons with mental retardation. With nearly 70,000 members, ADA is the world's largest organization of food and nutrition professionals. Our members are dedicated to serving the public through the promotion of optimal nutritional health and well being. It is the position of the American Dietetic Association that program planning for persons with mental retardation should include comprehensive nutrition services as part of the health care, vocational and other programming offered to this population. Individuals with mental retardation live in and work in the community. They face the same problems (i.e. poverty, employment challenges and access to quality health care) that others in the community face. However, they have the additional challenge of mild to severe cognitive limitation. Because they may not appreciate the full implication that poor health practices have on health and well being, they are at increased risk for receiving inadequate services which can negatively impact health status throughout life. Changes in services offered to this population have limited the scope of and availability of nutrition services, which vary widely throughout the nation. With the shift to a managed care environment and movement from institutional to community settings, the individual with mental retardation often is left without the support system to accomplish simple tasks such as meal planning and the preparation of nutritious meals for themselves.

The National Institutes of Health, National Center for Research Resources has awarded a five-year grant to the University of Alaska Fairbanks to establish the Center for Alaska Native Health Research (CANHR) to investigate weight, nutrition, and health in Alaska Natives. We approach this thematic focus from a genetic, dietary, and cultural-behavioral perspective. The funding comes through a program for Centers of Biomedical Research Excellence (COBRE). This project has been and is being developed in partnership with the Yukon-Kuskokwim Health Corporation (YKHC) and the Norton Sound Health Corporation. The Center has offices at the University of Alaska Fairbanks (UAF) as well as at the University of Alaska Anchorage (UAA). The Center's primary goal is to build research capacity so that it can become a contributor to knowledge about factors that will help improve the health of Alaska Natives. UAF and UAA both lack the numbers and breadth of health and biomedical researchers necessary to conduct research that will make such contributions. One of the most important goals of the Center is to hire new researchers who will begin to increase the capacity of the university to conduct biomedical research. The Center will, therefore, hire an epidemiologist to help design scientific studies and a statistician and data technicians to help us not only design the studies but to analyze and organize the data. CANHR has also hired a field research coordinator to assist in organizing the field work and data.

The amounts and types of traditional and store-bought foods consumed, and how individuals choose those foods, are key to understanding the benefits of a traditional diet. Current weight management practices, attitude toward obesity and weight loss, involvement in community nutrition programs and body image will also be considered. The nutritional information gathered from this study will assess the characteristics that are important in the prevention or risk of obesity. The survey process will also include the collection of basic physical measures such as height, weight and percent of body fat. A YKHC Research Partner will be hired to facilitate information exchange with the study communities and coordinate the collection of surveys. This research project will hold group interviews to gather information about knowledge and attitudes of foods consumed in the study communities. The dietary intake tools and the nutrition knowledge and attitudes survey will be developed from these community interviews, as well as key informant interviews with village store personnel, local health representatives from each village and input from the YKHC Research Partner. Each participant will receive an individualized nutritional analysis and information sheet. These materials will be developed in collaboration with YKHC to ensure that they are culturally-appropriate and user-friendly.

OMH Project: Reflections on the CLAS Standards CCHCP has been chosen to do a study on the CLAS standards and to undertake a detailed review of ongoing CLAS and multicultural related efforts in a number of projects. Staff will travel to review 6 sites in the states of Alaska, Texas, Rhode Island, Maryland, Massachusetts and Washington. The final report will highlight work that reflects the CLAS standards and speak to the needed next steps in this OMH-guided effort. Washington State DOH: Cross Cultural Workshop on Tobacco The Washington State Department of Health has tasked CCHCP with doing a State-wide study of tobacco use in underserved communities and to identify the tools health care professionals need to combat this growing problem. The work will include preparing strategic plans for reducing tobacco use in these communities. CCHCP will follow and evaluate the work being done and the results over time in order to make recommendations to other state programs and the Center for Disease Control.
