HIGHER EDUCATION SUPPORT PROGRAM (HESP) In the year 2001, the Higher Education Support Program continued to provide support to initiatives designed to reform the Albanian Higher Education System. The Program funded a pilot project introducing the European Credit Transfer System (ECTS) at the University of Tirana. The introduction of ECTS facilitates the mobility of students throughout Europe by unifying measurements for knowledge obtained in similar programs. For the purpose of promoting different learning alternatives, the Program sponsored a distance education project in partnership with the University of Caen in France and the University of Tirana. This year, too, the Program financed the translation and printing of some fundamental university textbooks as well as continued to support co-tutorial schemes involving foreign and Albanian mentors for Albanian students abroad undertaking to research thematic issues of the Albanian reality. http://www.albanian.com Albania ("Land of the Eagle" in Albanian) is a country steeped in history. Present-day Albania traces its roots back to ancient Illyria, as well as to the Roman, Byzantine and Ottoman Empires. At the intersection of various cultural, religious and historical forces, Albania combines the traditional with the modern in its architecture, art, literature, politics and culture.
The natural environment of Albania reflects its location on the Adriatic Sea: the climate is largely dry and warm from April through October and winters are generally (though not always!) mild and rainy. Miles and miles of beaches and small villages lie on the western coast of the country, while mountains and pastoral valleys form the inland landscape. Due to the long history of human habitation in the area, remains from the Illyrians, Romans, Ottomans and others dot villages and cities alike.

NEWS FROM FACULTY TOP One cool thing that has happened since MARK HARROWER came to the department is that he has been asked by scientists at Lawrence Livermore National Laboratory (LLNL) to help them identify and move into new areas in GIScience. Mark was invited to give a presentation in August at the lab (in Livermore California) on the "state of the field" in geovisualization (e.g., what are the major research issues, how do those intersect with the work at LLNL, future directions). Along with Dr. Michael Goodchild (from UC Santa Barbara), he will continue to act as "academic advisor" to the Lab and help shape their research efforts in GIScience. This UW-LLNL partnership will help to promote the profile of GIScience work in this department. WILLIAM CRONON has just returned from keynoting a daylong symposium in Washington, D.C. celebrating the 50th anniversary of Resources for the Future. Also, his essay for the book that will accompany the two-hour PBS broadcast of the "1899 Harriman Expedition Retraced" program about their cruise along the coast of Alaska from Prince Rupert Island to Nome will be published sometime next spring, when the program will air as well.

(2) Even in modern times, scholars may hear from Albanians living in Kosovo, or in the valley of Bitola-Prilep, live recollections about the two reasons for their migration from Northern Albania ages ago: good opportunities for cattle-breeding and flight from blood feud, in which most of the Albanian clans have ever been involved. Only in places where the action of the Church could be persistently reinforced, was it able to tame these independent peasants, argues Braudel. But it took an incredibly long time. In the 16th century, the task was far from complete and this applies to Catholicism and Islam alike… Everywhere in the 16th century, the hilltop world was very little influenced by the dominant religions at sea level; mountain life persistently lagged behind the plain. One proof of this is the great ease with which, when circumstances did permit, new religions were able to make massive, though unstable, conquests in these regions. In the Balkan world in the 15th century, whole areas of the mountains went over to Islam, in Albania as in Herzegovina around Sarajevo. What this proves above all is that they had been only slightly attached to the Christian church. The same phenomenon was to recur during the war of Candia, in 1647. Large numbers of Cretan mountain dwellers, joining the Turkish cause, renounced their faith. Similarly, in the 17th century, when faced with the Russian advance, the Caucasus went over to Muhammad and produced in his honour one of the most virulent forms of Islam.
