In celebration of our first anniversary, we present you the annual report on the state of human rights in our country. Data for the entire year has been included. Of special note is the second half on 1997. We were able to do more work in this period as it followed the elections which took place earlier in the year. As a result of that work, the Albanian Committee Against Violence, Racism and Intolerance came to the conclusion that the situation of the human rights in Albania is very concerning. The government authorities (representatives of the parties of the left coalition) are not able to create the kinds of institutions and attitudes found in a democratic country- i.e. an independent juridical system, respect of the freedom of the press, or the respect of the independence of the local governing. The inability to restore public order and confiscate guns is related to the lack of a clear government platform and the domination of a week professional will. With these facts and the observations in mind, we unfortunately conclude that Albanian democracy is still in a dangerous cross -road.

Austrian Government Approves Austrian Participation in Multinational Protection Force (MPF) for Albania P r e s s R e l e a s e Contact: Austrian Information Service, Washington D.C. Date: April 22, 1997 Today the Austrian Government approved the participation of up to 130 Austrian troops in the Multinational Protection Force (MPF) in Albania for a preliminary period of three months. In an official statement, the Austrian Government based the decision on UN Security Council resolution 1101 (1997) and the decision of the OSCE of March 27, 1997, to meet the request by the Albanian Government to invite a group of OSCE countries to assist the Albanian Government in its efforts to contribute to the solution of current problems in the country. The decision of the Austrian Government needs further approval by the Austrian Parliament which is expected later today. An advanced command of 30-40 troops will arrive in Albania on April 24. The remaining unit will be deployed before April 29. The Austrian unit will operate within an Italian contingent. Its main task will be the protection of the headquarters of international organziations in Tirana.

Yugoslavia History In 1914, the Austrian Archduke Franz-Ferdinand was assassinated in Sarajevo, the event that caused World War I. In 1918, the kingdom of the Serbs, Croats, and Slovenes was formed. Eleven years later its name was changed to Yugoslavia. In 1928, the political struggle between Serbs and Croats, two ethnic groups, turned violent when the political leader of the Croats was shot by a Serb. During World War II, Marshal Josip Broz Tito of the Communist Party emerged as a leader. On November 29, 1945, the Federal People's Republic of Yugoslavia was declared. On January 31, 1946, a constitution modeled after that of the USSR was adopted and Tito became the official head of the government. For a brief period after the war Tito worked with Stalin, but Tito's insistence on Yugoslavian independence got his country expelled from the Cominform in 1948, after which Stalin imposed an economic blockade. This began Yugoslavia's so-called "independent road to socialism." Up until the breakdown of the Yugoslavian union in 1991, the country was divided into six republics, Croatia, Slovenia, Bosnia-Hercegovina, Macedonia, Montenegro, and Serbia. Also there were two autonomous provinces in Serbia, Vojvodina and Kosovo.

Confident officials provided him with rosy statistics showing that Albania had reduced inflation, stabilized its currency and promoted growth since the first post-Communist government took power in March 1992. In the Ministry's bathroom, however, he discovered another picture. As was common in Albania, old papers lay in a plastic basket for use next to the toilet. Among them was a draft report that presented a far less optimistic picture of the economy than the official figures he had just been provided. Like any good journalist, he took the documents and ran them in his magazine. Later someone joked that this was the beginning of yellow journalism in Albania. Unfortunately for Albanians, it is not much of a joke. After 1992, the Albanian government, Western governments and international financial institutions presented Albania as the "economic miracle of Eastern Europe," pointing to an 11% growth rate (the highest in the region), low unemployment and a stable currency. But nobody mentioned the first drafts of the economic reports that were ending up in ministry wastebaskets. Industrial production was near zero, almost half the GDP was from foreign aid or the remittances of Albanians working abroad, and the trade deficit was soaring.

QuickTime movie A fraudulent investment scheme, in which critics claim the government colluded, has taken the savings of large numbers of Albanians, enraging the masses and causing widespread rioting against the government. President Sali Berisha Saturday night appeared on state television and made a special plea for calm. He said depositors would get their money back, but appealed for time. "It is not possible to give money to 300,000 people in one day," he said. Rioters not soothed Leaders of the riot were not soothed. They overwhelmed police in the provincial town of Lushnje, burning municipal buildings and smashing windows at random. There was little the government could do to stop them. Trying to calm the crowd, Tritan Shehu, Albania's deputy prime minister and foreign minister, arrived Saturday via helicopter and confronted stone-throwing protesters who shouted "Down with the government!" and "We want our money!" A rock struck him in the head, and he was attacked by a man wielding an iron bar, leaving him in obvious pain. He fled to the locker room of the town soccer stadium with his bodyguards and plain-clothes policemen and eventually escaped.
