Syncrude and the Alberta Government reach agreement on transitional royalty terms
(FORT McMURRAY, Alberta) An agreement in principle between the Syncrude Joint Venture and the Alberta Government on Syncrude Canada's transition to the province's generic royalty scheme will play a major role in attracting new investment to support Syncrude's expansion plans.
Roger Dunn, Chairman of the Syncrude Management Committee, congratulated the province and Energy Minister Patricia Black for their continuing leadership in supporting Syncrude and the accelerated development of the province's oil sands industry. "The Government of Alberta has been a very strong supporter of the oil sands industry from the very beginning. The transition arrangement is another example of how that support is helping the industry to grow," said Dunn. The transition arrangements allow Syncrude to blend the existing royalty regime on its current operations and production with the generic royalty regime that will apply to all new expansion projects and production, noted Dunn.

$63 MILLION TO TWIN PART OF HIGHWAY 43
EDMONTON - David Kilgour, Secretary of State (Asia-Pacific) and MP (Edmonton Southeast), on behalf of Transport Minister David Collenette, together with George VanderBurg, MLA for Whitecourt-Ste. Anne, on behalf of Alberta Transportation Minister Ed Stelmach, today announced that the Government of Canada and the Province of Alberta will contribute joint funding of $63 million for improvements to Highway 43 northwest of Edmonton. The funding falls under the Canada/Alberta Strategic Highway Infrastructure Program (SHIP) Highway 43 is part of the CANAMEX trade corridor running through Alberta to the United States and Mexico and is a gateway to the Alaska and MacKenzie highways. The funding announced today will be used to twin approximately 50 kilometres of the highway from Greencourt to Glenevis, close a number of at-grade intersections, improve other intersections, and build new bridges to carry the two new lanes. Under the SHIP agreement, the Government of Canada and the Province of Alberta are providing joint funding of $92.4 million until March 2006 for highway improvement projects in the province. The Canada/Alberta SHIP agreement, signed August 23, 2001, is part of the national $600 million SHIP program announced by Mr. Collenette in April 2001.

ALBERTA'S ZOO ANIMALS NEED HELP
LETTERS AND E-MAILS NEEDED
The Province of Alberta requires anyone wishing to operate a zoo to obtain a license from Alberta Environment, the provincial ministry responsible for captive wildlife. Despite this licensing requirement, a number of zoos have operated over the years that have been problematic from an animal welfare and human safety perspective. In early 1998, Zoocheck Canada joined with the World Society for the Protection of Animals (WSPA) in an initiative to improve conditions in zoos throughout Alberta and Saskatchewan. That summer, Zoocheck and WSPA arranged for a consultant with more than 20 years zoo experience to tour a representative sampling of zoos in both provinces. Guzoo Animal Farm near Three Hills, Alberta was one of the facilities included in the study. The consultant was shocked at the substandard conditions she encountered at Guzoo. An inspection brief about her visit was forwarded to Alberta Environment (since renamed Alberta Sustainable Resource Development) shortly after completion of her tour. A number of complaints received by Zoocheck from members of the public about conditions at Guzoo were also forwarded to Alberta Environment .

The chief executive of Alberta is the lieutenant governor, who is appointed by the Canadian governor-general in council to serve a 5-year term. The lieutenant governor, representing the British crown, holds a position that is largely honorary. The premier, the leader of the majority party, is the actual head of the provincial government and presides over the executive council. The Legislative Assembly contains 83 seats, including those of the premier and the members of the executive council. Members of the legislature are popularly elected to a 5-year term; however, the lieutenant governor, on the advice of the premier, may call for an election before the term has been completed. The province of Alberta is represented by 6 senators appointed by the Canadian governor-general in council and by 26 members in the House of Commons, popularly elected to serve terms of up to five years in the Canadian Parliament. The Prospects Literacy Association will receive $154,887 in funding from the Government of Canada and $125,000 from the Government of Alberta for phase two of a project that will pilot and evaluate a family literacy model developed by the Association.
