Using them could improve our air quality. In 1992, Congress passed the Energy Policy Act to promote the use of alternative fuels. For example, the law requires owners of fleet vehicles to purchase a certain number of alternative fueled vehicles. Congress also directed the Federal Trade Commission (FTC) to issue labeling requirements for alternative fuels and alternative fueled vehicles. Two FTC Rules - the Alternative Fuels and Vehicles (AFV) Rule and the Fuel Rating Rule - require fuel dispensers and alternative fueled vehicles to be labeled with information to help consumers make knowledgeable decisions when it comes to filling up or buying a vehicle. The AFV Rule applies to new and used alternative fueled vehicles that are sold to consumers or leased to consumers for a minimum of 120 days.

GREENING THE NATIONAL PARK SERVICE RENEWABLE TRANSPORTATION ALTERNATIVE FUELED TRANSPORTATION The Alternative Fuel Data Center provides a comprehensive information resource on AV Transportation. CNG (Compressed Natural Gas)- Compressed Natural Gas Vehicles are offered for lease by GSA and provide the user with a vehicle that has up to 90% cleaner emissions. There are two kinds of vehicles offered, dedicated CNG and Bi-fuel which provides gasoline backup. The major block to implementation of a CNG program at your park may be the lack of fueling infrastructure or concerns about the vehicles range. Dedicated vehicles work well in applications such as town run vehicles, local service and the like. The range of dedicated vehicles are between 110 to 220 miles. A bi-fuel vehicle however often has a range greater than a liquid fueled vehicle as it has two fuel reservoirs. A bi-fuel give the user a comfort edge and the ability to use the vehicle for longer trips while operating on CNG in the local area. At Channel Islands NP 40% of the mainland vehicles are CNG and they record 56% of the monthly mileage almost exclusivly on CNG. CNG vehicles can be fueled at a fast fill service station, or you can install a slow fill (1 gph) pump which can fill up to two vehicles. One of the side benefits of a CNG vehicle program at your park is that as the vehicles are fueled "off duty", the time required by your employees to fuel vehicles is reduced. When you think about the hidden costs of an employee to stand by the pump at the gas station, a CNG vehicle becomes more cost efficient.

WHAT'S NEW Smog check stations are being required to replace out of date gas analyzers with ones that will be able to use a vehicle's On Board Diagnostic (OBD) system to conduct an inspection of the vehicle's emission control system. The Mobile Sources Program of the Bureau of Air Quality Planning develops and implements strategies to control air pollution from motor vehicles. Thus, most of the Mobile Sources pollution control strategies apply to Clark and Washoe Counties where these large cities are located. A recent change to the Energy Policy Act of 1992 (EPACT) lets federal agencies use biodiesel fuel credits to meet up to 50 percent of their alternative fuel vehicle purchase requirements. These credits are available to those federal fleets required by EPACT to include a certain percent of alternative fuel vehicles when buying new vehicles. These requirements are set forth in Executive Order 13031 - Federal Alternative Fueled Vehicle Leadership - and apply to many nontactical vehicle fleets in urban areas. Affected DoD fleet managers can take advantage of biodiesel fuel credits rather than purchasing alternative fuel vehicles. What Is Biodiesel Fuel?
