As early as 1965, the Samoan Director of Education mandated Samoan be taught to levels 1-4 in public schools. The concern at that time was the apparent deterioration of some of the basic Samoan courtesies expected from students. It should have started in Early Childhood Education, but the thought was nevertheless important in later thought about the place of Samoan in the Department of Education's Language planning. At about this time, television was a medium of instruction in public schools, and it was a convenient method for the non-Samoans in particular. The course included reading and writing. During the 1970s, levels 7 and 8 were added. The high school program included Samoan as an elective. In the latter half of the 70s, the government of American Samoa through the Department of Education (DOE) launched a very aggressive bilingual program in public school s with federal funding. Much of the funding was used for developing instructional materials, training personnel, and providing workshops. Some of the workshops and fact finding missions were conducted in the independent state of Western Samoa, which at that time had a very strong program going in all public schools from kindergarten through high school. Toward the end of the 1970s, the Samoan Studies section of the Department of Curriculum and Instruction (DCI) was developing a separate Samoan curriculum to be offered to Levels 1-12. By the mid-80s, the DCI began to shift its focus from bilingual programs to development of monolingual programs in Samoan for all levels. This section of the DCI has at this time changed its name to Samoan Studies. An ambiguity in the latter title as well as the nature of the instructional materials thus far developed are slowly giving preference to Samoan Language Arts and Culture (Gagana ma Aga a Samoa) as a more appropriate title.

FUNDING FOR THE NATIONAL SEA GRANT COLLEGE PROGRAM

Mr. FALEOMAVAEGA. Mr. Speaker, I rise today in support of H.R. 1071, a bill to increase authorization for the National Sea Grant College Program. The idea of the Sea Grant College Program was originally suggested by Mr. Athelstan Spilhaus. In a 1964 editorial he wrote, ``Establishment of the land grant colleges was one of the best investments this Nation ever made. That same kind of imagination and foresight should be applied to exploitation of the sea.'' In 1965, Senator Claiborne Pell of Rhode Island introduced legislation to establish sea grant colleges on campuses
nationwide as centers of excellence in marine and coastal studies. With the adoption in 1966 of the National Sea Grant College Act Program, Congress established an academic industry government partnership intended to enhance the Nation's education, economy and environment in the 21st century. Today, Mr. Speaker, more than 54 percent of our Nation's population lives along the coast. But funding for the National Sea Grant College Program is only 3 percent of the equivalent Federal funding for the Land Grant College Program. Like many Members of Congress, I am fully supportive of the Land Grant Program. But the point to be made is that the Land Grant receives $900 million a year in Federal funding for this program. The Sea Grant receives approximately only $60 million. Is it not time for us to consider this disparity and increase funding for the National Sea Grant College Program?

Technical Assistants at Work in Micronesia and South Pacific
The Group American Samoa Jen Shaffer is a graduate student in the Environmental Studies Department at the UO. In June, she will begin collaborating with the Power Authority to design a public education campaign promoting a new energy efficiency building code. Jen will use her experience in environmental research to participate in the exploration of alternative energy and appropriate technology. She is looking forward to contributing to the awareness of environmental issues and how daily decisions impact the environment. Under the auspices of the Coastal Management Program , Ethan Taylor will assist the Public Awareness Coordinator with an environmental survey and assessment. The results of the survey will be used to guide local conservation efforts. Ethan recently completed his first year as a graduate student in the Environmental Studies department at the UO. Prior to graduate school, Ethan was a Peace Corps volunteer in Panama where he worked in a small rural village as an environmental educator. John Black will be working with the Historic Preservation Office to implement a Geographic Information System. For the past year, he has served as a computer specialist for the Department of Planning, Public Policy, and Management, where he is pursuing a Master of Community and Regional Planning. John's experience overseas includes teaching history and English in Tokyo and traveling extensively.

UC Davis contends for $20 million humanities center in West

In a major boost to literature, history, language and cultural studies at UC Davis , the campus has been selected as one of two finalists to establish a Pacific Regional Humanities Center. The National Endowment for the Humanities announced last week that it was giving UC Davis a $50,000 planning grant to develop a proposal for the center. If successful, the university will receive a $5 million grant from the NEH as a lead grant for the $20 million center and its programs. Elizabeth Langland , dean of the Division of Humanities, Arts, and Cultural Studies , said the grant is a milestone for the division. "It really brings recognition to the humanities, to what we’re doing that’s innovative," Langland said. Langland said the center would help propel the humanities at UC Davis to the same prominence currently enjoyed by agriculture, sciences and engineering programs. "It’s not exactly a renaissance for the humanities because they’ve never completed their full ‘naissance’ here…. I see us entering an era in which we have new strength and prominence in the humanities and the arts. The centers will be dedicated to enriching understanding of each region’s landscape, people, history and cultures. A sense of place will be the focal point for the work of the center," Langland said. LITERATURE A comprehensive bibliography (up to 1997) is available in the Catalog of the nonmarine snails and slugs of the Samoan Islands (Cowie 1998; listed below) . It is impossible to cite here all the works from which information for this field guide has been obtained; the following list provides some of the more important ones, including some published since 1997. Some of them are books, obtainable in libraries, bookshops or direct from the publisher (the publisher and city of publication are given), often via the world-wide web. Others are journal articles in the technical scientific literature, which can generally be found in the libraries of most major universities and natural history museums. Almost nothing has been published previously on the snails of the Samoan Islands in the popular or semi-popular literature. Jim Bindon (PhD Penn State, 1981) is a biological anthropologist who studies human nutrition, growth and health from the perspective of human adaptability. Focusing on the interactions between biology and culture, he has pursued his research for over 25 years by examining the health repercussions of modernization among Samoans and others. The background for this page is an image of a pandanus sleeping mat given to him by friends in Samoa, and the picture in the upper right was taken during a break from survey research in American Samoa in 1976. Professor Bindon has studied a variety of biological outcomes among Samoans such as infant and childhood health and growth, adult obesity and blood pressure, DNA polymorphisms and physique, and chronic diseases including diabetes and cardiovascular disease. He has related these health outcomes to residence in different communities, diet and activity patterns, education and occupation, and stress due to changing lifestyles as a result of modernization and migration (see several of the papers listed below for details). More recently, he has conducted similar research on biocultural aspects of health among the Mississippi Choctaw, and in an African-American population in Alabama. He is currently working with colleagues on a similar project in Hawaii. Professor Bindon is a strong advocate of the biocultural approach, frequently belaboring this topic to less sympathetic colleagues. He is convinced of the importance of fieldwork for graduate education and his students have successfully completed research projects in Alabama, Mexico, the Bahamas, and Samoa.
