Andorra History and Government History: Andorra is one of the oldest nations in Europe, originally established by Charlemagne as a buffer state against the Iberian muslims. As a result of the Paretages of 1278 and 1288, control of the country was split between the Spanish Bishop of Urgell and a nominee appointed by the King of France (initially the Count de Foix) and, subsequently, by the French Emperors and Presidents. The country was therefore a co-principality, with two heads of state sharing power jointly: the readiness of both sides to compromise allowed this unique arrangement to last intact until the late 20th century. Although the inhabitants of Andorra were not consulted, they were prepared to accept a deal which guaranteed their security and national integrity. With the exception of a brief period during the Napoleonic Wars, Andorra has retained its independence ever since. The first semblance of internal government appeared in the early 15th century with the establishment of the Consell de la Terra , comprising the heads of the principal Andorran families. A relatively poor enclave, its continued existence for the next 300 years was ensured by tax concessions granted by the French and Spanish governments. Eighteenth-century economic reforms in Spain seriously disrupted the Andorran economy, and the principality only just managed to survive through astute negotiation with the Spanish and the rapid adoption of new working practices from the Industrial Revolution. The 19th century was a period of great uncertainty as the Andorrans struggled to maintain their independence and economic viability. It was not until the beginning of the 20th century, with the establishment of road and communication links with France and Spain that Andorra was able to get back on its feet. There was steady economic and political progress throughout the 20th century, but at a much slower pace than was reasonable for a modern European state.

There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. There is no state religion; however, the Roman Catholic Church enjoys some privileges not available to other faiths. The generally amicable relationship among religions in society contributed to religious freedom. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights. Section I. Religious Demography The country has an area of 180.7 square miles and a population of 66,824. Very few official statistics are available relative to religion; however, traditionally approximately 90 percent of the population are Roman Catholic. The population consists largely of immigrants, with full citizens representing less than 20 percent of the total.

Strangely enough, the French President and the Spanish Bishop of Urgell retain the function of Co-Principes and formal heads of state under the new Constitution even though the State became a UN member on its own. Andorrans are a minority in their own state which has about 60% Spanish citizens among its population of about 64,000. However, from those citizens with the right to live and work in Andorra (mostly immigrants fleeing to a country without direct taxes) only 13,000 also have the right to vote. Parties Andorra's 28 Members of Parliament belong to four parties which are all dominated by the old family clans and hardly differ in political views. Andorra GOVERNMENT Until recently, Andorra's political system had no clear division of power among executive, legislative, and judicial branches. A constitution ratified and approved in 1993 changed this, however. The constitution establishes Andorra as a sovereign parliamentary democracy that retains the two Co-princes as its heads of state. The fundamental impetus for this political transformation was a recommendation by the Council of Europe in 1990 that, if Andorra wished to attain full integration into the European Union (EU), it should adopt a modern constitution which guarantees the rights of those living and working there. Under the 1993 constitution, the Co-princes continue as heads of state, but the head of government retains executive power. The two Co-princes serve equally with limited powers that do not include veto over government acts. They are represented in Andorra by a delegate. Each Co-prince, the President of France and the Bishop of Seu d'Urgell, maintain supreme authority in approval of all international treaties with France and Spain, as well as those dealing with internal security, defense, Andorran territory, diplomatic representation, and judicial or penal cooperation. Although some view the institution as an anachronism, the majority sees them as both a link with Andorra's traditions and a way to balance the power of Andorra's two much larger neighbors. Andorra's main legislative body is the 28-member General Council (Parliament). The sindic (president), the subsindic, and the members of the Council are elected in the general elections held every 4 years. The Council meets throughout the year on certain dates set by tradition or as required. The most recent general elections took place in March 2001.
