Tetteh Hormeku retraces US policy towards Angola since 1945 and asks if there has really been a change in US stance towards Africa. ON 23 July, the UN Security Council expressed concern that the former UNITA rebels in Angola were trying to restore their military capabilities and warned of possible sanctions. Two days earlier, US troops had started landing to train soldiers in Uganda and Senegal, for what may ultimately become Africa's continental rapid deployment peacekeeping force. Aimed at promoting peace for economic development in Africa, the so-called African Crisis Response Initiative is expected in the short-term to involve Ghana, Tunisia, Ethiopia and Mali. The same week, American leaders arrived in Harare for the African-American-African summit to discuss economic development in Africa - more specifically American investment opportunities. This is not the first time Africans are witnessing a unilateral American policy towards Africa, combining military and economic concerns. In fact, especially because it coincided with international concern about UNITA's destructive potential, it is reminiscent of the US role in Angola, using UNITA as a proxy.

Angola Time and Date Angola Government Back to Top Under a constitution promulgated in 1975 and subsequently amended, Angola was, until the early 1990s, a single-party republic governed by the Popular Movement for the Liberation of Angola-Labor Party (Movimento Popular de Libertacao de Angola-Partido de Trabalho), generally referred to as the MPLA. Legislative powers were nominally exercised by the indirectly elected National People’s Assembly, but the MPLA was the government’s major policymaking body, and its chairman served as president of the republic. Angola is divided into 18 provinces, each governed by a commissioner appointed by the president. These provinces are further divided into councils and communes. During the civil war, UNITA had control over large areas of Angola. After the creation of a coalition government in 1997, control over these parts of the country began to be transferred back to the government.

      Civil war has been the norm since independence from Portugal on 11 November 1975; a cease-fire lasted from 31 May 1991 until October 1992 when the insurgent National Union for the Total Independence of Angola (UNITA) refused to accept its defeat in internationally monitored elections and fighting resumed throughout much of the countryside. The two sides signed another peace accord on 20 November 1994; the cease-fire is generally holding but most provisions of the accord remain to be implemented.

    The president governs Angola, assisted by a 25 ministers, all appointed by him. The central government administers the country through 18 provinces, whose governors are appointed by the president. A National Assembly has 230 members elected in 1992. They represent parties whose weight is determined by a formula that takes into account national tickets and provincial voting. The ruling MPLA controls 57% of the seats.
