GOVERNMENT AND POLITICS
Government : Marxist-Leninist government based on 1975 Constitution (later revised) but dominated by Popular Movement for the Liberation of Angola-Workers' Party (Movimento Popular de Libertação de Angola-Partido de TrabalhoMPLA-PT). Government composed of executive branch led by president, who appointed Council of Ministers and Defense and Security Council. Legislative branch consisted of People's Assembly. As of late 1988, because of inability to hold elections, People's Assembly had been appointed. Justice system composed of Supreme Court, Court of Appeals, people's revolutionary courts, and series of people's courts. Politics : Real power resided with MPLA-PT, whose chairman was president of republic. Political Bureau most important body in party. Central Committee, although subordinate to MPLA-PT party congress, wielded greater influence over party policies. No legal opposition parties, but beginning in 1976 National Union for the Total Independence of Angola (União Nacional para a Independência Total de Angola UNITA) waged devastating insurgency from bases in southeast and elsewhere. Foreign Relations : Government relied on Soviet Union and its allies, especially Cuba, for military support. United States and other Western nations played important economic roles. South Africa, which has supported UNITA, most important regional threat. December 1988 regional accords with South Africa and Cubawhich provided for cessation of South African support for UNITA, withdrawal of Cuban troops from Angola, and independence for Namibiamay change complexion of regional politics and foreign relations.

    Angola: UNITA leadership captured
    The Angolan Armed Forces ambushed the column in the eastern province of Moxico last Sunday morning. 5 top UNITA generals and the Secretary-General of the rebel movement, Paulo Lucamba Gato, were captured.
    The ambush took place at dawn after the Angolan secret services pinpointed the whereabouts of the UNITA leadership. Jonas Savimbi, the historic resistance leader, who has been fighting a civil war against the government faction MPLA for 25 years, is reported to have been in the column but escaped.
    The secretary for External Affairs of UNITA, Alcides Sakala, was killed in the ambush.
    The incident has neither been confirmed nor denied by the MPLA government by Pravda.Ru contacts in the Angolan Armed Forces declare that the prisoners will be paraded in public in the city of Luema, capital of Moxico, in the coming days.
    Angolan President Jose Eduardo dos Santos has called on UNITA to return to the negotiating table to implement the Protocol of Lusaka.

    History:
    Under the fascist government which took power in Lisbon in 1926, Portuguese rule was further consolidated. Opposition was relatively muted until the 1950s: when it did emerge, however, the divisions between the liberation movements laid the foundations for the civil war which has consumed Angola for most of the past four decades. The Marxist Popular Movement for the Liberation of Angola (MPLA) and the social-democratic National Front for the Liberation of Angola (FNLA) suffered severe repression during the early 1960s after the failure of a rebellion launched by their supporters in 1961. In 1964, dissident members of FNLA formed the National Union for the Total Independence of Angola (UNITA). The three independence movements fought a guerrilla war against the colonial government until 1974 and the overthrow of the Caetano dictatorship in Portugal. The new radical military government in Lisbon opted for rapid decolonisation, put into effect in November 1975.

    The President of the Republic is the head of State. He represents the nation domestically and internationally. He ensures compliance with the constitution and is the commander in chief of the Angolan Armed Forces. The President is elected in a direct election, by an absolute majority of votes to a five-year term of office. If no one candidate obtains an absolute majority of votes, a run-off election is held between the top two candidates. The President may be re-elected for two consecutive or discontinuous terms.
    The National Assembly The National Assembly has 223 deputies elected by popular vote for a 4-year period. The President may appoint the Prime Minister, ministers of government, the Central Bank Governor, the Chief of Staff of the Armed Forces, the Attorney General and judges. The President presides over the Council of Ministers and the Council of the Republic. He or she can declare war, make peace, and sign and promulgate laws approved by the National Assembly.
    The Council of the Republic The National Assembly is the highest governmental body in Angola and represents the sovereign will of the Angolan people. It promotes the implementation of the objectives of the state, legislates and makes decisions on basic questions relating to the State's life.
