The Dog Days of Winter
March 2003
This young husky is one of many free-roaming dogs in Mistissini. In many northern municipalities, dogs still roam and breed freely. Concerns about dogs engaging in "pack behaviour", and incidences of dogs attacking or biting children are very real concerns for community members. The usual method of dealing with the problem has been to call a "dog shooting day." On dog shooting day, people are warned to keep sled dog teams tied up and keep all pets inside. Depending on the community, dogs will either be rounded up, removed from town and shot or, more disturbingly, teams of armed men will fan out throughout the community and shoot them in the streets. WSPA has particularly strong objections to shooting dogs on the run as they may suffer terrible injuries prior to being killed. WSPA is working with leaders in several northern Quebec communities to develop a more humane solution.

I. Introduction
This package on municipal bylaws is intended to help Canadian municipalities implement effective bylaws regulating companion animals in their jurisdictions. It is also hoped that this project will bring some uniformity to bylaws across the country. We have domesticated and kept animals as companions for hundreds of years. Pets have become part of many families. These animals not only provide companionship but may also provide significant health benefits to their owners. Unfortunately, not all these pet owners understand or accept the lifetime responsibilities that a pet requires. All pet owners should have their animals permanently identified, spayed or neutered, kept under control, properly trained, socialized and cared for. Some pet owners are unaware or neglectful of their responsibilities to their pets or allow their pets to annoy their neighbours or harass wild animals that share the environment. This can result in dog bites, threats to people or animals, damage or contamination of property, pet overpopulation, abuse or neglect of animals and other consequences. The solution involves effective legislation and education that encourages responsible pet ownership.

AVID "Canadian Standard" Microchip
The AVID (FECAVA/ISO) injectable microchip features a custom integrated circuit coil and capacitor hermetically sealed in biocompatible glass containing a programmed identification number. The whole device is small enough to fit inside a hypodermic needle and can be simply injected under the skin of an animal, where it will stay for the life of the animal. This provides permanent, positive identification which cannot be lost, altered or intentionally removed - a safe, simple and inexpensive way to protect your animals against loss or theft. Once injected under the skin of an animal, the AVID microchip is encased by a thin layer of protein which anchors it in place for the rest of the life of the animal. It does not pass through or out of the body. The microchip itself has no power supply to replace or moving part to wear down. Therefore, it can be expected to last for decades - well beyond the life span of the animals. The computer memory in the AVID microchip contains a unique number - no two animals will ever have the same number. A radio signal is used to read this number through the skin of an animal. In addition to the number, the microchip generates a reliability check to guarantee that the identifying number is read accurately. This all takes place in less than .04 seconds

By Boris Nikolovsky From tigers to ostriches and hedgehogs to pythons, exotic animals can be found in backyards, basements and barnyards across the province. And sometimes, it’s deadly. Graydon James Edwards, 16, of Hanover, was found dead last month after entering a cage housing two Siberian tigers and a cougar. His death, says Rob Laidlaw of Zoocheck Canada, a charity dedicated to protecting animals in captivity, didn’t have to happen and could have been easily prevented by legislation sitting on the Ontario government’s books for the last five years. "How many Graydon Edwards is it going to take until the government gets off its rear end? Until then, nothing will change," he said in a recent interview. The group recently launched a year-long investigation to determine the extent of the exotic animal trade in Ontario, something that until now has been largely anecdotal. Often, exotic animals are hidden from view until they’re discovered in municipalities that ban ownership of such animals. Sheba, a tiger cub who recently made headlines when she turned up on a Bolton-area porch, caused an outpouring of public sentiment.
