    Our society is attaching major importance to animal welfare. This is reflected by the Animal Welfare Act (TierSchG) expressing our responsibility for our fellow creatures with the aim ofprotecting the live and well-being of animals. The Act was comprehensively amended for the second time in 1998. Although a lot has been achieved with regard to animal welfare standards, social policy must keep developing animal welfare measures. This is being done with the aid of various legal instruments, recommendations and agreements at several levels, i.e. both within the framework of international and supranational organisations (Council of Europe and European Union) and at national levels. This report on the state of play in the development of animal welfare constitutes the seventh report the Federal Government submits to the German Bundestag (parliament). The report focuses on the presentation of national bills relating to the Federal Government's field of competence as well as on the legislative process concerning international and supranational bills in which the Government takes part. In addition, it also focuses on the 1991-1999 data on animals used for experimental purposes.

    From the animal welfare viewpoint, there are two broad categories of farm assurance schemes: 1. Schemes for which high standards of farm animal welfare are fundamental and inherent in their design. These are typified by the the Soil Association's Certified Organic Standard. 2. And then there are the industry-led schemes that include animal welfare by implication but do not necessarily make it a priority - the Little Red Tractor scheme falls into this category. These schemes are more concerned with creating the image of welfare rather than the reality. For example, did you realise that the Little Red Tractor scheme allows the following: Intensive methods for rearing broiler (meat) chickens in which birds can be crammed even more tightly than recommended by Government guidelines - up to 19 birds in a square metre! The use of narrow farrowing crates for breeding pigs.

    In order to reduce the suffering of farm animals it is important to use production methods that ensure the behavioural and physiological needs of the animals are met. CIWF has defined 15 criteria in five different groups that reflect good practice in the rearing of animals and which should be used to assess farm assurance schemes: Housing Breeding Harmful Practices No confinement Suitable breeds No mutilations Low stocking density ...     Madingley Road, Cambridge CB3 0ES, UK 1. Sustainability, welfare and health There are several possible reasons why an animal production system might not be sustainable. It could be because it involves so much depletion of a resource that this will become unavailable to the system. It could be because a product of the system accumulates to a degree which prevents the functioning of the system. However, in each of these cases, and in the case of some other aspects of systems, the earliest effect which renders the system unsustainable is one which impinges upon the general public's values in a way which the members of the public find unacceptable. Where there is depletion of a resource or accumulation of a product, the level at which this is unacceptable, and hence the point at which the system is unsustainable, is usually considerably lower than that at which the production system itself fails. Unacceptability is often due to effects on other systems. One major reason why animal production systems may be regarded by the public as unacceptable and hence become unsustainable without some modification, is that the product adversely affects human health, whilst another reason is their effect on the welfare of animals which are used in the production system. There is a point at which the welfare of the animals is so poor that the majority of the public consider the system to be unacceptable. Hence animal welfare and public attitudes to it must be considered wherever the sustainability of an animal production system is evaluated.

    Animal welfare is a human responsibility that encompasses all aspects of animal well-being, from proper housing and nutrition to preventive care, treatment of disease, and when necessary, humane euthanasia. The AVMA's commitment to animal welfare is unsurpassed. However, animal welfare and animal rights are not the same. AVMA cannot endorse the philosophical views and personal values of animal rights advocates when they are incompatible with the responsible use of animals for human purposes, such as food and fiber, and for research conducted to benefit both humans and animals.
    Guiding Principles
    The AVMA encourages all veterinarians to offer their time and special expertise to aid in developing a better understanding of all aspects of the welfare of animals.     Executive Summary Polls have begun to document the influence of animal suffering on people's views toward animal research. For example, a recent poll (Aldous, Coghlan, and Copley, 1999) found that the British public's support for research on mice or monkeys declines 16% to 35% (depending on the species and field of research) when the animals are subjected to pain, illness, or surgery (factors associated with suffering). Similarly, American psychologists' and psychology students' support of animal research declines 43% to 50% (depending on the species) when asked to compare research involving caging or confinement and research involving pain and death (Plous 1996a, 1996b). The contrast between the media's (and public's) responses to two high profile cases of research in the 1980s (Baby Fae and the University of Pennsylvania Head Trauma lab) also illustrates the importance of the perceived level of animal suffering. Public concern for research animal suffering has led to passage of two laws regulating animal research. Both laws, the Animal Welfare Act (AWA) and the Health Research Extension Act (HREA), seek to reduce any likely pain and distress experienced by research animals. Both seek to do so primarily through the establishment of Institutional Animal Care and Use Committees (IACUCs), which review in-house research proposals and periodically assess their facility's animal care and use program. Under the AWA, IACUCs are also required to ensure that researchers have searched for alternatives if their proposed animal research is likely to cause pain and distress, even if anesthetics and analgesics are used to prevent suffering. Despite its regulatory emphasis on alleviating pain and distress, the USDA provides little explicit guidance on the topic or on the potential impact of specific experimental procedures, such as infecting animals with pathogenic organisms, on animal well being.

    The Onaway Trust The Onaway Trust was established in 1974 with the overall objective to
    relieve poverty and suffering. This is expressed in many areas and includes
    the protection of the environment, the support of children and adults with
    learning difficulties, the assistance of smaller charities whose aim is to
    safeguard sick, injured, threatened or abandoned animals and emergency
    relief for victims of disaster. Remaining central, however, since Onaway's
    inception is support to Indigenous peoples particularly Native Americans. To date, Onaway has supported an extensive number of projects worldwide,
    many of which have grown to become successful, sustainable organisations in
