Mathematics and normal living. Can it go together? In some situations, the answer is yes. One of these situations is the use of mathematical structures to define the shape of a house. In the Netherlands, as in most countries, houses are build using straight walls and a roof on top.
This is however not the only way to build your place to live in. When you visit the tropics, traditional houses tend to be built as a sphere, round with grass and other natural materials on top. I don't know if you ever had the experience to sleep in one, but I had, and such a home has properties not present in modern houses today.
If you visit the island of Timor in Indonesia, your eye will certainly fall on the two types of houses which are present on the countryside. Modern type houses on the roadside with walls, windows and a roof, and spherical grass livings in the backyard. You would probably expect the people to live in the first one, but more then fifty percent of all the families on the island live in their traditional home, even with the current governmental rules which demands them to abandon these houses because of health risks. Because there is no smoke hole in the hut and wood is burning all day long to preserve food, lung diseases are common.
But, even with this knowledge in mind, people stay living the traditional way. There must be a good reason for it. In fact there are two. Spherical buildings are capable to resist climat in a better way than normal houses do. The amount of wall surface is less with the same volume. Because of that, it is easier to keep such a home cool during the daytime and warm at night. The other reason people in Timor do it the traditional way, is that the noise of rain is silenced by the grass in stead of attenuated by wood or corrugated iron.

Speech by Dr Rick van der Ploeg, State Secretary of Education, Culture and Science, on the occasion of opening the international conference 'Policies for Urban and Environmental Quality Planning in Europe', 2 October 1998 at Rotterdam, Nedelands Architectuur Instituut Policies for Urban and Environmental Quality Planning in Europe Last year a meeting of experts took place here in the Netherlands Architecture Institute, organised in the framework of the Dutch Presidency of the European Union. The theme was architectural policy. Among other things, virtually all countries represented had urban and environmental quality care systems. Most were constantly struggling to find a proper balance between maximum individual freedom and the need for regulation, sometimes referred to as 'freedom in restrain'. I am therefore quite pleased with the initiative for this conference on urban and environmental quality in Europe. I see it as a logical consequence of last year's meeting. In the Netherlands, the question of aesthetic building and planning supervision has been up for discussion in recent years. In the first instance, this does not so much involve the interests of aesthetic building and planning control as it does the ability to verify building assessment, objectively and democratically. From the view of the government's lessening role, one is looking for methods to precondition the development of architectural and planning quality, instead of imposing sanctions after the fact. Past efforts to adjust poor plans have not worked (well) in practice. They have seldom led to improvements and, usually, there was no way back. In recent years, however, many municipalities have experimented with architectural and urban design guidelines, in which clients and architects understand in advance the main lines to be followed. Prevention being better than cure, I prefer a system that affects quality in advance.

The border-crossing point "Kozlovichi" on the western border of the Republic of Belarus is a major point of handling trucks carrying out international transportation. Work is underway to improve the crossing point capacity and create favorable conditions for carriers. Thus in June 1998 the customs terminal "Brestgruzavtoservis" capable of transiting up to 1000 incoming trucks per day was put into service. The earlier commissioned customs terminal "SovavtoBrest" has the output capacity of 400 trucks per day.

Land invasions in Buenos Aires People all over the world, and in Latin America particularly, are moving from the land to the cities. Urban communities are being impoverished too. Shanty towns were until recently uncommon in Argentina. but even in Buenos Aires they have been growing. New communities have taken root. On 22 January 1986 in Mantanzas a district on the outskirts of the capital, Buenos Aires, a dumpsite began to give way to an urban settlement which now houses some 3,000 families. ‘It started with a few families without any organization.’ remembers Ruben, one of the first settlers. ‘On the following days more people arrived, some of them when they saw the crowd, others as soon as they got to know through the newspapers. At first it was very hard. I lived under an umbrella for two months.’ ‘We found that blocks of 60 metres were more appropriate, since we wanted to avoid the misuse of land. We drew up the designs in such a way that nobody had to occupy the lowland, which is easily flooded.’ adds Ruben. Some surrounding neighbourhoods gave their support from the beginning, providing them with food.
