Arizona's Growing Education System
State's growing education system one of the best. A school under construction in Ahwatukee is a microcosm of the educational opportunities Arizona has to offer. When completed in January, 1999, the $10 million site will house Horizon Charter School, A YMCA preschool, classes for South Mountain Community College and Arizona State University, and a community recreation program. It will offer something for everyone, just as in Arizona, a myriad of educational choices abound. Arizona has one of the largest community college districts in the United States. There are more than 1,300 public elementary and secondary schools, including the nation's largest number of charter schools. There's also a higher-education system with universities serving every part of the state. Quite simply, education in Arizona is booming. "Arizona is blessed with one of the most efficient systems of higher education in the country, with three universities, each having broad but well-defined missions, and a community college system that is vast and well-respected," said Milton Glick, executive vice president and provost at ASU. But educational choices start long before a student considers a major or degree. In 1994, then-Governor Fife Symington signed a law establishing charter schools, which are privately run public schools.

Recently, special education in Arizona charter schools has been the subject of much media attention, largely critical. Newspaper articles describe serious situations in which disabled pupils were allegedly wronged by a charter school. While technically accurate, these allegations are frequently taken out of context, and based on unfounded assumptions, such as the underlying one: all public schools are thought to be created and funded equally. Public district schools and charter schools both offer tuition free education, but in other important ways charter schools are a different breed of education than the conventional district schools. Charter schools are innovative entities established to provide educational choices to children and communities. They represent new opportunities for educators to implement their visions and execute change. They are designed to be UNEQUAL . A major inequity adversely impacting Arizona’s charter schools is financial inequity. According to Arizona’s Joint Legislative Budget Committee (JLBC) in February 2002, charter schools on average receive 25 percent less than their district counterparts for annual per pupil funding. All public schools must comply with all federal special education legislation, including, Individuals with Disabilities Education Act (IDEA). Students with disabilities deserve a “free and appropriate” education, and more. It is the public school’s responsibility to provide appropriate educational services to these children. Whether a parent chooses a charter school or a conventional school, accommodations must be made for students with special needs.

Charter school operators from around the country gathered at ASU West in early June to kick off an innovative program designed to teach them skills necessary to improve student learning, ensure that funding is spent wisely, and create benchmarks to measure successful school leadership. The program, which is the outcome of six years of research on charter school leadership needs, bridges the College of Education M.Ed. and the School of Management MBA at ASU West. “As I have conducted research into charter schools, I’ve observed that most charter school leaders are business people turned educators or educators turned business people,” says Eleanor Perry , graduate studies department chairperson at ASU West’s College of Education. “They need business and education skills to successfully operate a charter school.” Nationally respected ASU West faculty are working with experts from prestigious institutions such as Villanova, University of Oregon, and University of Hawaii-Hilo. “The competition was extremely fierce to get into the program,” says Perry. “Selected from a group of more than 260 interested people, the 24 Fellows chosen to participate are some of the most dedicated, enthusiastic people I have ever met.”
