Musings from the Director
by Ralph H. Nesson A recent conversation with a friend brought home ever so poignantly the critical importance of encouragement. Raised in a Middle Eastern country wracked by poverty and violence, my friend decided at the age of eighteen that he had no possibility of developing and using his skills in his homeland. American teachers at a local university urged him to apply for scholarships abroad, an effort he enthusiastically undertook. The University of Chicago offered him substantial financial aid and he leaped at the opportunity to study at that renowned institution. After graduation, his pursuit of a business career led him to his current position as a president of a very successful construction firm in northwest Arkansas. With a wonderful wife and three children, he feels that he made excellent choices for himself and his family. Just as those American teachers inspired my friend to further his education, Single Parent Scholarship Funds are doing the same for hundreds of mothers and fathers here in Arkansas. Our scholarships represent an opportunity to learn and grow and prepare for a life-transforming career. Positive interaction with Fund board members is the starting point for such a dramatic change in one's life: this form of community support is at the heart of what we do, enabling single parents to open many doors for themselves!

The Arkansas Project for Children with Deafblindness is a federally funded project, administered through the Arkansas Department of Education, Special Education, that serves individuals from birth through the age of 21 who are deafblind or who are at risk of being deafblind. The Project, which is in the second year of a four-year funding cycle, provides training, technical assistance and information to families, educators and others who work with these individuals. Regulations Project Summaries Grant Information Program: MEP Consortium Incentive Grants (CFDA Number 84.144B) Authorization: Secs. 1303(d) and 1308(d) of the Elementary and Secondary Education Act, as amended (P.L. 107-110) Total Funds Awarded in FY 2002: $2,300,000 Total Number of Grantees: 39 Eligible Applicants: State educational agencies (SEAs) Program Description: Under section 1308(d), the FY 2002 MEP Consortium Incentive grants were awarded to SEAs that proposed to participate in a consortium with another State or entity and demonstrated, in accordance with section 1303(d)(3) of the ESEA, that doing so would:
  • Reduce administrative costs or program function costs for State MEP programs; and Make more MEP funds available for direct services to add substantially to the welfare or educational attainment of children to be served.
  • In addition, section 1308(d) requires that SEAs receiving grants form consortia to improve the delivery of services to migrant students whose education has been interrupted.

    Pros and Cons of Educational Options
    In Arkansas, the compulsory attendance law requires children ages 5-17 to be in school. Parents have three options in providing for the education of their children: public school, private school and home school. A decision of this magnitude involving the education of your child deserves careful study and calm reflection. All three options have advantages and disadvantages to be weighed carefully. Public education offers the following advantages:
    • It is already paid for by taxes which are mandatory whether a child is educated in the public schools or not.
    • Public education offers a well-accepted path to a recognized high school diploma, and offers assistance in continuing education in college with some scholarship opportunities not available outside public education.
    • Public education institutions have good resources for teaching: laboratories, trained personnel, administration, etc.
    • Public education institutions offer many opportunities for extracurricular activities, which are usually not available to those outside public education.
    • Transportation to and from school, and even to some extracurricular activities is available.
