PolicyWatch: August 1998
Proposed Property Tax Repeal Is Simply Bad Public Policy
The State Chamber/AIA is taking an active role in a group called APPLES that is leading the fight against a proposed constitutional amendment that would repeal personal property taxes in Arkansas. APPLES-Arkansans to Protect Police, Libraries, Education and Services-needs your help, too. APPLES opposes the property tax repeal because it would be devastating to our state, our economy and economic development. The proposed amendment to the Arkansas Constitution is sponsored by a group called the Arkansas Taxpayers Rights Association that hopes to appeal to the public's distaste for taxes. Certainly, there are Arkansans who are frustrated about property taxes, but this reckless proposal isn't the answer. It does not provide for the replacement of lost revenues, rather it authorizes the state legislature to:

Page Three Question of the Day Conference Greetings I am so glad that you have made the effort to be at ASCD's 57th Annual Conference and Exhibit Show. I hope that the exciting presentations during the next three days will enable you to return to your responsibilities invigorated and more knowledgeable regarding the education of children. This past fall was difficult for us in the United States. Thanks to many of you from outside the states who have expressed concern and compassion during the last few months. I know that even traveling to this conference has been difficult for many of you. We are glad that you are here with us. Because of this difficult year, it becomes very important for us to "Choose to Dance," because we must learn to take bold steps for the children of the world. More than ever, educators must work to promote the harmony that is needed for our world. Learn much and take time to network with an individual from another state, province and/or country. Enjoy the conference but also have fun in this beautiful city. Kay Awalt Musgrove

ASU Offers the Rich Experience of the National Student Exchange Arkansas State University is fortunate to be the only institution in the state as a member of the National Student Exchange program, whose goal remains to make students aware of the cultural diversity and educational opportunities that exist across our country. Since its founding in 1968, the NSE has grown to include more than 180 colleges and universities across America, Canada, and the American Territories. Through its membership, ASU students may attend another institution for a semester, academic year, or full year including the summer without the high cost of out-of-state tuition. Whether students want to feel the expanse of the Western plains, enjoy winter sports in the North, experience the four seasons, or to participate in a culture far different from their own, the NSE makes it possible. For some students, the NSE offers educational opportunities unavailable on their home campus, such as technology or laboratory facilities, provides the chance to study with well-known scholars or provide an atmosphere in which to hone language skills, such as French or Spanish. The NSE also provides students with much-needed insights into graduate and professional programs, affording them a firsthand look at the curriculum, facilities, and faculty in their future educational plans.
